NOTICE OF AVAILABILITY OF THE FINAL SUPPLEMENT 61, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING SUBSEQUENT LICENSE RENEWAL FOR PERRY NUCLEAR POWER PLANT, UNIT 1 (EPID NUMBER:
L-2023-LNE-0002)
Dear Rod Penfield:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final environmental impact statement (EIS), issued as NUREG-1437, Supplement 61, Site-Specific Environmental Impact Statement for License Renewal of Nuclear Plants Regarding License Renewal for Perry Nuclear Power Plant, Unit 1, Final Report, regarding the renewal of Renewed Facility Operating License No. NPF-58 for an additional 20 years of operation for Perry Nuclear Power Plant, Unit 1 (Perry Plant). The Agencywide Documents Access and Management System (ADAMS) for the final EIS is ML25113A032. ADAMS is accessible from the NRC website at http://www.nrc.gov/readingrm/adams.html.
As discussed in chapter 4 of the final EIS, the NRC staffs recommendation is that the adverse environmental impacts of license renewal for Perry Plant are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable. In other words, from the analysis that the NRC staff performed, there is no environmental reason for energy-planning decisionmakers to prevent the plant from operating for an additional 20 years.
This recommendation is based on: (1) Vistra Operations Company, LLC.; environmental report, as supplemented; (2) the NRC staffs consultations with Federal, State, Tribal, and local government agencies; (3) the NRC staffs independent environmental review, which is documented in Supplement 61, Second Renewal, to NUREG-1437; and (4) the NRC staffs consideration of public comments.
The NRC staff has prepared a Federal Register (FR) Notice of Availability to advise the public that the supplement is publicly available. A separate Notice of Availability of the final EIS will be placed in the FR through the U.S. Environmental Protection Agency (EPA). The minimum 30-day public review period end date is calculated from the date on which the EPA notice is published in the FR. We expect both notices may be published May 9, 2025.
