Letter of Intent - License Application for Orano Enrichment USA LLC, IKE Enrichment Facility (Docket #: 07007038, EPID #: L-2024-NEW-0007)

On behalf of Orano Enrichment USA LLC (Orano), this letter of intent (this LOI) is being provided to formally notify the Nuclear Regulatory Commission (NRC) of our intent to file an application to obtain a license for a uranium enrichment facility and associated materials licenses. As outlined in this LOI, it is our intent to engage with the NRC in order to obtain a license under 10 CFR Part 70 and all other regulations applicable to the construction, ownership and operation of a uranium enrichment facility as well as the licenses required for the possession, use and transportation of the materials associated therewith.

Orano held a pre-application meeting with NRC staff on December 10, 2024, in which we summarized our plans to develop, construct, own and operate a new uranium enrichment facility, known as Project IKE. Project IKE will be new multibillion dollar uranium enrichment facility located in Oak Ridge, Tennessee on a site on the Roane County side of Oak Ridge.

Once in operation, Project IKE will be one of the largest uranium enrichment plants in North America. Project IKE will create a significant domestic source of enriched uranium, providing a secure fuel supply to both the existing U.S. reactor fleet as well as the future fleet of advanced reactors. Importantly, it will significantly reduce reliance on Russian enrichment services and allow U.S. utilities to continue to safely operate their facilities while following the Prohibiting Russian Uranium Imports Act of 2024.

The anticipated submittal date for our license application is the first quarter of calendar year 2026, and we look forward to working with the NRC to diligently pursue the licensing of Project IKE.
