OF DECEMBER 10, 2024, MEETING WITH FRAMATOME, INC.

Background

On December 10, 2024, an Observation Public Meeting was held by teleconference between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from Framatome, Inc.

(Framatome) to discuss the upcoming amendment request for the Model No. MAP 12-13 package.

This Observation Public Meeting was noticed on November 13, 2024 (Agencywide Documents Access and Management System Accession No. ML24318A751). The attendance list and the publicly available presentation slides are provided as Enclosure Nos. 1 and 2, respectively.

Discussion Framatome plans to submit an amendment request of the Certificate of Compliance No. 9319, Revision 14, Model No. MAP 12 and 13 packages to increase the allowable fuel enrichment levels, that could be transported with these packages, to up to 8 weight percent (wt.%) of U235.

During the call, Framatome discussed their reason for requesting the amendment request along with the criticality evaluation factors used for the analysis such as methods of analysis, benchmarking experiments used, and preliminary results. Framatome also discussed potential changes to drawings to facilitate future package fabrication process. Framatome intends to submit the license amendment application by the end of January 2025 and will request approval by January 2026.

The NRC Staff had previously approved several revisions of the Framatome certificates (MAP and TN-B1 packages) for various fuel enrichment above 5 wt.% of U235 and specific fuel assembly types. This amendment request covers the fuel types that are not yet approved for use to up to 8 wt. % of U 235.

The NRC staff acknowledged the number of experiments used to support Framatomes criticality analysis and had questions related to previous package design and associated drawings. The NRC staffs review will be limited to criticality safety and materials areas as the proposed changes do not affect any other technical areas. No regulatory findings or commitments were made during this meeting.

Members of the public, although given the opportunity to attend the meeting, were not present during the call.
