Russ, The staff has reviewed the subject January 14, 2020, License Amendment Request (LAR)

(Agencywide Documents Access and Management System (ADAMS) Accession No. ML20016A396) in accordance with NRR Office Instruction LIC-109 (ADAMS ML16144A521).

There are two areas that the staff considers insufficient in the LAR. This insufficiency results in the staff position that the LAR is unacceptable for review. As part of the non-acceptance process, I will be scheduling a conference call between TVA and the NRC next week to discuss the insufficiencies below:

1. Information demonstrating that the dedication of the ArcGIS, QGIS, and PMP Evaluation Tools is conducted in accordance with the requirements of 10 CFR Part 21 under either TVAs QA program or a third-partys QA program that is Appendix B to 10 CFR Part 50 compliant.

2. Information stating that the Microsoft Excel workbook template and the Python scripts for GIS processing of gridded precipitation data were developed under TVAs QA program.
