Final Request for Additional Information - BWRVIP-100, Revision 2, Updated Assessment of the Fracture Toughness of Irradiated Stainless Steel for Boiling Water Reactor (BWR) Internal Components (EPID L-2023-NTR-0005)

Monday, February 12, 2024 3:16:51 PM Martin Bonifanti, Constellation, BWRVIP Chairman Nathan Palm, EPRI, BWRVIP Program Manager Electric Power Research Institute 1300 West W.T. Harris Blvd Charlotte, NC 28262-8550

Mr. Bonifanti and Mr. Palm:

By letter dated July 11, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No.ML23198A333), Electric Power Research Institute (EPRI) submitted BWRVIP-100, BWR Vessel and Internals Project, Updated Assessment of the Fracture Toughness of Irradiated Stainless Steel for BWR Internal Components, Revision 2, to the U.S. Nuclear Regulatory Commission (NRC) for review and approval. Revision 2 of BWRVIP-100 incorporations newly acquired test data from harvested reactor internals materials which may indicated a potential non-conservatism in BWRVIP-100, Rev. 1-A and reassess the relationship between fracture toughness and fluence. The staff reviewed and accepted the technical report on September 14, 2023 (ADAMS Accession No.ML23214A047).

The NRC staff in the Vessels Internal Branch (NVIB) in the Division of New and Renewed Licenses (DNRL) and in the Nuclear Methods and Fuel Analysis Branch (SFNB) in the Division of Safety Systems (DSS) is in the process of reviewing your application. Based on our review, the NRC staff has identified the attached final requests for additional information (RAIs).

The staffs request contains some proprietary materials. The proprietary contents are identified using a ((yellow highlighted, bolded, double bracketed)) text format. Consistent with the Commission proprietary withholding criteria in Section2.390 of Title10 of the Code of Federal Regulations (10CFR), the staff is protecting the identified proprietary material from public disclosure.

contains the proprietary version of the RAIs, and Enclosure 2 contains the redacted version of the RAIs. A copy of both Enclosures has been placed in the box.com folder. Nathan Palm and Wynter McGruder have been given access to the folder. This email and Enclosure 2 have been placed in ADAMS and will be publicly available on February 16, 2024.

These requests for additional information were discussed with Wynter McGruder, and a mutually agreeable date for the response is within 90 days from the date of this email.

If you have any questions, please contact me by e-mail Lois.James@nrc.gov.

Sincerely,
