In Reference 1, as supplemented by Reference 2, Florida Power & Light Company (FPL) requested amendments to Subsequent Renewed Facility Operating License (SRFOL) Nos. DPR-31 and DPR-41 for Turkey Point Nuclear Generating Station, Units 3 and 4 (Turkey Point), respectively. The amendment request sought Nuclear Regulatory Commission (NRC) approval to replace the Turkey Point Reactor Protection System (RPS), Engineered Safety Features Actuation System (ESFAS), and Nuclear Instrumentation System (NIS) with digital systems based on the Framatome Tricon Programmable Logic Controller (PLC) Version 10 digital platform, and conforming changes to the Technical Specifications (TS).

In a May 4, 2023, teleconference, FPL notified the NRC of the need to reduce the scope of the license amendment request (LAR), due to unforeseen material supply issues. That reduction in modification scope will significantly impact the LAR documents currently under review as well as those planned to be submitted and the review schedule outlined in the Staffs acceptance letter (Reference 3). Accordingly, FPL hereby requests the NRC to temporarily suspend the LAR review. The requested suspension would remain in effect until further notice but would be expected to resume upon resubmittal of the LAR and supporting documents, tentatively scheduled for December 2023.

FPL will communicate with NRC staff prior to resumption of LAR activities and plans to offer a pre-submittal meeting to further discuss the final scope of modifications and LAR. FPL intends to supplement the previously submitted documents in their entirety, along with description of the revised scope to facilitate NRC staff resumption of LAR review.

This letter contains no new regulatory commitments.
