SUMMARY
OF PRE-SUBMITTAL MEETING
Dear James Barstow:
By letter dated May 27, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21147A359), as revised by letter dated June 6, 2023 (ML23157A126), Tennessee Valley Authority (TVA, or the applicant), submitted a letter of intent to submit a subsequent license renewal application (SLRA) for Browns Ferry Nuclear Plant (Browns Ferry), Units 1, 2, and 3.
On May 11, 2023, an Observation Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of TVA. The purpose of the meeting was to discuss the expected content of the upcoming submittal of the SLRA for Browns Ferry. The meeting notice and agenda dated May 10, 2023, is available at ML23130A298. A similar meeting was held the same day, with a focus on the environmental review. A summary of that meeting is available at ML23157A127.
NRC staff then began a brief overview of the license renewal (LR) process. The process consists of two tracks: the environmental review and the safety review. During the meeting, NRC staff shared a tentative schedule for the safety review of the application. For an application submission date of December 2023, the final licensing decision is to be determined pending the completion of the environmental review. For the Browns Ferry SLRA, NRC staff intends to incorporate process improvements and lessons learned from previous SLRA reviews, and as a result, will aim to issue one single safety evaluation report, in support of one single meeting with the Advisory Committee on Reactor Safeguards.
TVA began its presentation with a summary of the project team and organizations supporting the SLRA. TVA then provided a brief background on the initial license renewal application, power uprate history, and LR inspection timeline and results.
TVA also discussed its approach for developing the Browns Ferry SLRA. The applicant indicated that it intends to leverage the format and content contained in NUREG-2192,
Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants (SPR-SLR), and NUREG-2191, Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report, and Regulatory Guide 1.188, Revision 2, Standard Format and Content for Applications to Renew Nuclear Power Plant Operating Licenses, and Interim Staff Guidance (SLR-ISG) in the development of its application. The applicant also stated that they intend to address previous applicable NRC Requests for Additional Information (RAIs), Requests for Confirmation of Information (RCIs), and apply lessons learned from previous industry license renewal projects.
TVA then presented their approach toward Operational Experience reviews, scoping and screening, Aging Management Reviews (AMR), Aging Management Programs, and Time-Limited Aging Analyses. NRC staff asked if cathodic protection was included for buried and underground piping and if TVA was using an exemption. TVA stated there would be no cathodic protection and no exemption. TVA and NRC staff agreed that further engagement on this topic is warranted. Further questions by NRC staff focused on clarifying fluence methodologies and using BWRVIP-145, the differences in Effective Full Power Years (EFPY) across units, and fire protection. TVA confirmed that BWRVIP-145 is used and that for EFPY and fire protection, they intend to be consistent with the GALL.
Additional topics included administrative issues such as the process and method of SLRA submittal, AMR table line-item spreadsheets, audits, and RAI/RCI response turnaround. The applicant concluded the meeting by stating that the Browns Ferry SLRA is on track to be submitted in December 2023, although there were considerations being made for submitting in early January 2024 at the request of NRC staff. No comments or questions were provided by members of the public.
