Submittal of Three Mile Island Unit 2 (Docket 72-0020) Safety Analysis Update Report NLF-RPT-255 (CLN230794)

Dear Sir or Madam:

Pursuant to 10 CFR 72.70(c)(6), the Department of Energy, Idaho Operations Office (DOE-ID) is submitting the biennial Final Safety Analysis Report (FSAR) for the Three Mile Island Unit 2 (TMI-2) Independent Spent Fuel Storage Installation (ISFSI). Changes implemented in the FSAR are summarized in the enclosed report.

The previous update of the TMI-2 ISFSI SAR made pursuant to 10 CFR 72.70 was provided in March 2021. Since that time, in March of 2021 changes were made to the TMI-2 ISFSI SAR Chapter 5 and Chapter 9 as described below.

x Section 5.1.2.2 HSM Monitoring Operations, was changed to describe visual inspections of the Dry Shielded Canister (DSC) and Horizontal Storage Module (HSM) to include remote inspections which require temporary removal of the HSM door using a portable crane.

x Section 9.8.6, Aging Management Programs, was revised to include the addition of paragraphs to describe the operation to perform remote inspections by removing the shield door and installing a temporary sample cover to allow for insertion of a borescope camera.

This submittal constitutes the biennial report of changes made pursuant to 10 CFR 72.48(d)(2).

Changes, tests, and experiments reviewed pursuant to 10 CFR 72.48 are also summarized in the enclosed report. None of the changes reviewed required a license amendment in accordance with 10 CFR 72.56.

No changes were made to the Technical Specifications Bases pursuant to Technical Specification 5.5.1. Likewise, no changes to the Quality Assurance Program, Radiological Environmental

U.S. Nuclear Regulatory Commission CLN230794 Monitoring Program or the Training Program were made pursuant to Technical Specification 5.5.2.

The DOE-ID ISFSI Acting Facility Director certifies that the changes described in the enclosure accurately represent TMI-2 ISFSI FSAR changes implemented since the previous update submitted March 2021.

The enclosure to this letter contains the Biennial Update Report, NLF-RPT-255 along with the replacement pages for the SAR chapter 5 and 9 that were revised as required by 10 CFR 72.70.

Changes in the FSAR chapter are identified with revision bars pursuant to 10 CFR 72.70(c)(5).
