TN EAGLE-STC SC AND TN EAGLE-STC LC SPENT FUEL PACKAGES -

REQUEST FOR ADDITIONAL INFORMATION

Dear Prakash Narayanan:

By letter dated December 30, 2020 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML20365A018), as supplemented on April 29, 2021 (ML21119A307),

TN Americas LLC submitted an application for a certificate of compliance for the Model Nos. TN Eagle-STC SC and TN Eagle-STC LC spent fuel packages.

In connection with our review, we issued a request for additional information (RAI) by letter dated May 13, 2022 (ML22112A058). Subsequently, staff understood from conversations held with TN Americas LLC, that the package was lifted via the lifting frame for intermodal transfer while this was not clear to us when we did the initial review. As such, you are requested to respond to the following RAI:

Include the transportation frame in the numerical model of the TN Eagle package for drop analyses conducted under hypothetical accident conditions (HAC).

Figure 1-2 of the application shows the package on the transport frame. However, the current analysis does not include the potential influence of the frame on the response of the package. The transportation frame is shown as extending beyond the circumference of the impact limiters. The frame, which securely holds the package during transportation, is not included in the numerical model of the package. In a drop under the HAC, the frame may impact the rigid surface prior to the engagement of the impact limiters. Moreover, without the frame in the model the dissipation of the impact energy by the work done in deforming the aluminum honeycomb structure in the impact limiter is unconstrained; but, if the frame is considered, the deformation of the impact limiters may be constrained. The staff seeks assurance that the response of the impact limiters remains uninfluenced by the presence of the transportation frame.

This information is required to demonstrate compliance with Title 10 of the Code of Federal Regulations Part 70.73.
