OF THE NOVEMBER 21, 2022, PUBLIC MEETING WITH THE NUCLEAR ENERGY INSTITUTE TO DISCUSS THE ACCEPTANCE REVIEW OF GUIDANCE DOCUMENT NEI 16-03, REVISION 1, GUIDANCE FOR MONITORING OF FIXED NEUTRON ABSORBERS IN SPENT FUEL POOLS (EPID L-2022-NTR-0002)
On November 21, 2022, the U.S. Nuclear Regulatory Commission (NRC) conducted a public meeting with the Nuclear Energy Institute (NEI), Electric Power Research Institute (EPRI), and industry representatives to discuss the acceptance review of NEIs guidance document entitled, NEI 16-03, Revision 1, Guidance for Monitoring of Fixed Neutron Absorbers in Spent Fuel Pools, submitted to the NRC on August 19, 2022, as supplemented by letter dated October 12, 2022 (Agencywide Documents Access and Management System (ADAMS)
Accession Nos. ML22231B041 and ML22298A281, respectively). The public meeting was held virtually. The meeting notice and agenda, dated November 8, 2022, are available in the ADAMS under Accession No. ML22312A504. A list of attendees is provided in the enclosure.
The NRC slides presented for this public meeting are available in ADAMS under Accession No. ML22333A866. During the public meeting, the NRC staff discussed the lack of sufficient information in the NEIs submittals for the staff to proceed with detailed review. Specifically, NEIs guidance document 16- 03, Revision 1, includes a reference to EPRI Technical Report 3002018497, Industrywide Learning Aging Management Program (i-LAMP): Global Neutron Absorber Material Monitoring Program for Spent Fuel Pools, dated August 2022, as an alternative monitoring approach for neutron absorbers. In summary, the NRC staff mentioned that NEI did not provide technical information in sufficient detail to enable the staff to complete its detailed review and make an independent assessment regarding the acceptability of the proposed guidance document.
