Dear Mr. Donoghue:
The Nuclear Energy Institute (NEI)0F1, on behalf of its members, is submitting NEI 16-03 Revision 1, Guidance for Monitoring of Neutron Absorbers in Spent Fuel Pools, [Ref. 1, attached] for NRC review and endorsement.
NEI 16-03 Revision 0 was originally prepared at NRCs request in response to Generic Letter (GL) 2016-01
[Ref. 2]. Revision 0 was endorsed by NRC [Ref. 3] in March of 2017. Revision 1 of this guidance updates the monitoring program options provided to licensees to include EPRIs industrywide learning aging management program (i-LAMP). The i-LAMP program is described in detail in a recently published EPRI Report [Ref. 4, attached]. A fee waiver request for this review was granted on June 22, 2021 [Ref. 5].
