IMPACT STRENGTH IN RELATION TO TEMPERATURE The impact of temperature on impact stren th of Zr allo s was carried out on standardized specimens taken from Zircaloy-4 and M5Framatome bars The tests were carried out under Quality Assurance (QA) conditions in an approved laboratory (MECASEM) at a temperature range o -

e resu s o ese tests, already provided in the safety analysis report (Appendix 1.4-4 ), are presented in Table 1. Throughout the temperature range studied both alloys show a ductile type rupture facies. These results also show that, with the same recrystallized metallurgical state, the M5Framatome alloy has the greater resistance in terms of impact strength.

IMPACT STRENGTH OF FRAMATOME Zr ALLOY CLADDING TUBES In order to evaluate the impact strength of the cladding tubes made of different Zr alloys proposed by Framatome (Table 2), we performed this comparison at ambient temperature using a method developed by the CEA and Framatome, provided in Appendix 1. This series of impact tests was carried out on cladding tubes provided from standard production and compliant with specified criteria. The results are given in Table 2. For all alloys studied, the rupture is of ductile type. These results also show that the range of Zr alloys proposed by Framatome is bounded at one end by stress-relieved Zircaloy-4 representing the lower bound case-and on the other by M5Framatome representing the upper bound case -

A similar discrepancy is also observed for Zircaloy-4, i.e. an impact strength of J/cm2 on average on tube compared with.J/cm2 for the standardized test. In addition, based on our previous experience with transport, it may reasonably be considered that an alloy with impact strength greater than *J/cm 2 has a sufficient resistance to be transported without damage.

LINK BETWEEN IMPACT STRENGTH AND TENSILE MECHANICAL PROPERTIES Impact strength is not a value specified in the technical documentation for Framatome cladding tubes and is therefore not measured systematically on manufacturing batches. If this property were to be retained in shipment approvals, it would therefore be impossible to ensure verification of compliance of all batches of the tubes.
But, as shown by the earlier results, impact strength is a mechanical property linked directly to tensile mechanical properties of the tubes, in particular with yield strength and total elongation at ambient temperature. The more ductile the material, the greater its impact strength, in fact, and vice versa, the higher the yield strength, the lower the impact strength.
We therefore propose that the transport approvals include the mechanical! characteristics under tension as measured during manufacture.
The Framatome material specification does provide for verification of chemical composition, dimensional characteristics, corrosion resistance, microstructure and mechanical characteristics including tensile properties at ambient temperature, for all batches of cladding tubes.
We therefore propose to include definition in the shipment approvals of the Zr alloys by means of all or part of the following values under tension in ambient conditions, considered highly relevant with regard to manufacturing and design aspects: yield strength (YSo.2), ultimate tensile strength (UTS) and total elongation (At).
Table 3 provides the minimum values specified for YSo.2, UTS and At during ambient temperature tensile testing for Zr alloys proposed by Framatome.

Low-tin stress-relieved Zircaloy-4, with the highest yield stress and in particular the lowest ductility -- combined with the lowest impact strength --is definitely the lower bound.
MSF,amatome, with the highest ductility -- and the highest impact strength --and the lowest yield stress clearly represents the upper bound.

Zr1 Nb This analysis shows therefore that the Zr alloy~matome are part of a range bounded at each end by the stress-relieved Zircaloy-4 and-- M5Frama1ome in terms of tensile properties and in terms of impact strength and can be classified in the same order for both of these properties.
Given that:
on one hand, the Zr alloys proposed by Framatome are produced from raw materials and through transformation processes using the same tools for all of the alloys, among others in terms of pilgering, heat treatment and surface preparation.
on the other, the generic qualification of the cladding tubes, which could be applied to any Zr alloy, is used to set the operations of ingot-making and manufacturing procedures with an effect on the quality and the reproducibility of the basic properties of the cladding tubes (chemical composition, corrosion, mechanical strength, texture, creep, impact strength, etc.).

PROPOSAL FOR SPECIFICATION OF CLADDING MATERIALS IN THE SHIPMENT APPROVAL We therefore propose to define the Zr alloys proposed by Framatome in the shipment approval as follows:
"the term "Zr alloys" is understood to mean any alloy containing at least 95% of Zr, qualified and approved for use in a water-cooled reactor and whose ambient temperature tensile properties, determined as per a standard test, yield strength YSo.2 and total elongation At, are located within the generic acceptance range shown on Figure 1, which plots At versus YSo.2."
