Dear Mr. Boyle:

TN Americas LLC, on behalf of Orano Nuclear Packaging and Services (Orano NPS),

requests a U.S. Department of Transportation (DOT) revalidation of French Competent Authority Certificate F/348/AF-96 for Model No. FCC-4, in accordance with §173.473.

The request being submitted is to revalidate F/348/AF-96, Revision Gw as a Type AF package design that meets the applicable requirements for fissile material packages in Section VI of the International Atomic Energy Agency Regulations for the Safe Transport of Radioactive Material, SSR-6, Revision 1, 2018 Edition.

The DOT previously issued Competent Authority Certification (CAC) USA/0831/AF-96, Revision 1, to revalidate the French Competent Authority (ASN) certificate F/348/AF-96, Revision Fs [1]. ASN approves the FCC-4 as a Type IP fissile material package for use in France, and issues a Type A, fissile material package approval for validation in the U.S.

where the Type IP fissile material approval has not been incorporated into the hazardous material regulations for radioactive materials. The DOT CAC [1] expires on December 31, 2022.

TN Americas LLC requests that the DOT reissue USA/0831/AF-96 as Revision 2 to approve changes and renew the revalidation through December 31, 2027. The FCC-4 SAR consists of SAR chapters and appendices with the associated reference documents that are listed in the Table of Contents, Chapter 1.1. Modifications to the FCC-4 SAR documents since the issue of the revalidation of F/348/AF-96, Revision Fs, are described in the Status of revision after the Table of contents for each chapter or appendix of the SAR. In addition, a summary is provided of the changes between Version 1.0 to Version 2.0 of the Safety Analysis Report for FCC-4, document number DOS-19-021166-000.

Enclosures transmitted herein contains Orano NPSs proprietary and business sensitive information. When separated from enclosures, this transmittal document is decontrolled.

x Enclosure 3 provides the English translation for the proprietary version of the Orano NPS Safety Analysis Report for FCC-4, document number DOS-19-021165-000, Version 2.0, and the reference documents.

x Enclosure 4 provides the non-proprietary version of the Orano NPS Safety Analysis Report for FCC-4, DOS-19-021165-000-NP, Version 2.0, and reference documents.

x Enclosure 5 provides Orano NPSs statement of proprietary information pursuant to 49 CFR 7.14, 49 CFR 105.30, and 10 CFR 2.390.

x Enclosure 6 provides a summary of changes between Version 1.0 to Version 2.0 for the Safety Analysis Report for FCC-4.

Due to the size of the enclosure files, a secure file sharing application is to be used for submission of Enclosures 3 and 4.

The reissue of the DOT revalidation allows for ongoing import or export shipments of the FCC-4 to or from the U.S.
