Dear Robert Coffey:

Pursuant to Section 51.29 of Title 10 of the Code of Federal Regulations (10 CFR), the U.S. Nuclear Regulatory Commission (NRC) staff conducted the environmental scoping process and solicited public comments from October 22, 2021, to November 22, 2021. This process determined the scope of the staffs environmental review of the application for subsequent renewal of the renewed facility operating licenses for St. Lucie Plant, Units 1 and 2 (St. Lucie).

The scoping process is the first step in the development of a St. Lucie-specific supplement to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML13106A241, ML13106A242, and ML13106A244).

As part of the scoping process, the staff held two public environmental scoping meetings via webinar on November 3, 2021, to solicit public input regarding the scope of the environmental review. At the conclusion of the scoping process, the staff prepared the enclosed environmental scoping summary report identifying comments received during the scoping period. In accordance with 10 CFR 51.29(b), the staff will send a copy of the scoping summary report to each participant in the scoping process.

The Commissions recent decision in CLI-22-02 established that the Generic Environmental Impact Statement (GEIS) did not address subsequent license renewal (SLR). The staff could therefore not rely on the GEIS in their SLR application reviews.1 In Staff Requirements Memorandum - SECY-21-0066 (ML22053A308) (SRM), the Commission directed the NRC staff to develop a plan for a rulemaking that aligns with the Commissions determination in CLI-22-02.

NRC staff is currently working on a response to this SRM. Therefore, additional efforts may be necessary to complete the environmental review related to Florida Power & Light Company St.

Lucie SLR application once the staff has responded to the SRM and received further direction from the Commission.
