ST. LUCIE PLANT, UNITS 1 AND 2 - NOTICE OF INTENT TO CONDUCT SCOPING PROCESS AND PREPARE AN ENVIRONMENTAL IMPACT STATEMENT (EPID NO. L-2021-SLE-0003)

Dear Mr. Coffey:

By letter dated August 3, 2021, (Agencywide Documents Access and Management System (ADAMS) Accession Package No. ML21215A314), Florida Power & Light Co. (FPL) submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for subsequent license renewal of Renewed Facility Operating License Nos. DPR-67 and NPF-16 for St. Lucie Plant, Units 1 and 2 (SLP), respectively. As stated in a letter to you dated September 24, 2021 (ADAMS Package Accession No. ML21246A091), the NRC staff determined that the application is acceptable for docketing and that the staff will proceed with its detailed technical review. In support of the application and in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and Part 54, FPL also submitted an environmental report. This letter provides information related to the NRC staffs environmental review of the application.

The NRC staff has prepared a Notice of Intent (NOI) advising the public that the NRC intends to conduct a scoping process to gather the information necessary to prepare a plant-specific supplement to NUREG1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (ADAMS Package Accession No. ML13107A023), related to the review of the application for the subsequent renewal of the St. Lucie Plant, Units 1 and 2 operating licenses.

Enclosed is a copy of the NOI that will be forwarded to the Office of the Federal Register for publication.

Pursuant to 10 CFR 51.28, FPL is invited to participate in the environmental scoping process.

As discussed in the NOI, the NRC staff is providing the public with the opportunity to participate in environmental scoping meetings to be held on November 3, 2021. The meetings will be in the form of online webinars and will be transcribed. At these meetings, the NRC staff will present an overview of the safety and environmental review processes and describe how these processes will be implemented for the review of the SLP subsequent license renewal application. The NRC staff will also provide members of the public an opportunity to provide comments.
