SUBJECT:

ST. LUCIE PLANT, UNITS 1 AND 2 - NOTICE OF AVAILABILITY OF ENVIRONMENTAL IMPACT STATEMENT REGARDING SUBSEQUENT LICENSE RENEWAL OF ST. LUCIE PLANT, UNITS 1 AND 2, DRAFT REPORT FOR COMMENT (EPID NUMBER: L-2021-SLE-0003) (DOCKET NUMBERS:

50-335 AND 50-389)

Dear Robert Coffey:

The U.S. Nuclear Regulatory Commission (NRC) staff has prepared Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 11, Second Renewal, Regarding Subsequent License Renewal for St. Lucie Plant, Units 1 and 2, Draft Report for Comment. This draft environmental impact statement (EIS) includes the NRC staffs evaluation of the environmental impacts of the subsequent license renewal (SLR) issues applicable to St.

Lucie Plant, Units 1 and 2 (St. Lucie). The draft EIS considers information contained in Florida Power & Light Co.s (FPL), August 3, 2021, submittal (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21215A314), as supplemented. The NRC staff prepared the draft EIS in accordance with NRC regulations and federal law.

The NRC staff has prepared a Federal Register Notice (FR) of Availability to advise the public that the draft EIS is publicly available in ADAMS at ML25349A162. ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html. In addition, the draft EIS will be available to the public near the site at the following locations: Morningside Branch of the St.

Lucie County Library, 2410 SE Morningside Blvd., Port St. Lucie, FL 4952; and Kilmer Branch of the St. Lucie County Library, 101 Melody Lane, Fort Pierce, FL 34950.

Based on the staffs evaluation in the draft EIS, the NRC staffs preliminary conclusion is there are no environmental reasons for energy-planning decisionmakers to prevent St.

Lucie to continue to operate for an additional 20 years. The NRC staff based its recommendation on the following: 1) FPLs environmental report, as supplemented;

2) the NRC staffs consultation with Federal, State, Tribal, and local governmental agencies; 3) the NRC staffs independent environmental review; and 4) the NRC staffs consideration of public comments received during the scoping process.

December 22, 2025

R. Coffey 2

A separate Notice of Availability of the draft supplement will be published in the FR through the U.S. Environmental Protection Agency (EPA). The 45-day public comment period end date is calculated from the date on which the EPA notice is published in the FR.

Should you have any questions concerning the NRC staffs environmental review of the St.

Lucie SLR application, please contact Lance Rakovan via email at Lance.Rakovan@nrc.gov.

Sincerely, Stephen Koenick, Chief Environmental Project Management Branch 1 Division of Rulemaking, Environmental, and Financial Support Office of Nuclear Material Safety and Safeguards Docket Nos. 50-335 and 50-389 cc w/encls: Listserv Signed by Koenick, Stephen on 12/22/25
