12.3 OPERATIONAL PROCEDURES AND CONTROLS The plant is operated and maintained in accordance with approved procedures. (Technical Specifications) These procedures are reviewed and approved in accordance with administrative procedures.

Fuel Handling Procedures These procedures prescribe the general preplanning for the fuel handling program and its associated safety measures and identify those aspects of the program for which procedures are to be prepared for each refueling outage.

Locking Devices Locking Devices have been installed on selected valves or their controls to prevent their inadvertent operation. Administrative controls have been established to ensure that these devices remain in place as intended, and that they are re-installed after periods of approved removal.
