NRC Request 1: Provide additional information and photographs concerning the DRPs and their source in survey units 10214E and 10214F.

ZionSolutions Response: Two condition reports (CRs), ES-ZION-CR-2019-0030 and ES-ZION-CR-2019-0166, documenting the identification of discrete radioactive particles (DRPs) in Class 2 survey units 10214D (subsequently Class 1 survey unit 10214E) and 10214C (subsequently Class 1 survey unit 10214F), have been provided to the NRC.

Additionally, the Classification Worksheet and Classification Summary forms that document the creation of Class 1 survey units 10214E and 10214F have been provided.

In March and November of 2019, the DRPs were discovered while performing radiological assessments in the site parking lot (10214). The response to NRC Question

  1. 7 on Attachment 1 of ZS-2021-0001 attributes the source of the particles to the events in 2014 and 2015 (documented in CR-2014-001074 and CR-2015-000324). The DRPs were spread throughout the site by water and heavy equipment. ZionSolutions contends that particles from these events migrated to the drainage ditch in survey unit 10212D by means of water and, in turn, after the flooding of the drainage ditch in late 2018, spread to areas of survey units 10212, 10213, and 10214. In this case, two particles from the flooding event settled in survey unit 10214. The timeline of every significant event in survey units 10212, 10213, and 10214 was provided in Drainage Ditch Flood Timeline on the enclosure to ZS-2021-0001.

The NRC reviewers requested that, if possible, a map be provided that traced the routes of vehicles moving to and from the Radiologically Restricted Area (RRA). ZionSolutions cannot provide the requested map, as vehicles were not tracked outside of the RRA.

However, all vehicles exiting the RRA were required to successfully go through the truck monitor, and the probability of particles leaving the RRA in any method other than described above is very low.

Description:==

Pre-excavation surveys (radiological) outside of the RRA discovered a Discrete Radioactive Particle (DRP) east of the north access road to the site.

Immediate Actions:

Supervision was notified, the DRP was captured, field assessed and forwarded for isotopic analysis. The site grounds immediately surrounding and extending out away from the discovery location were assessed for contamination with no results greater than MDC or MDCR.

Recommended Actions:

Management review for additional follow-up activities, notifications and CR closeout.

1) Function of Area during Facility Operation - The 10214 survey unit serves as the primary parking lot for the site, and vehicles (including radioactive material transport vehicles) entering and leaving through the North Gate traverse this area via a road along the east boundary. Public access to Hosa Park is via paths in the north/northwest portions of the area, large enough for vehicles. While performing pre-excavation surveys in SU 10214D a particle was identified and a new survey unit was carved out and added within Survey Unit 10214, creating a total of five (5) survey units labeled 10214 A,B,C,D and now 10214E.
2) Documented Process Events, Spills and/or Radiological Incidents (HSA) - September 2006 classified the Construction Parking Area as non-impacted. However, because the area serves as the primary parking lot for decommissioning, and because of the high number of radioactive material shipments ( enclosed) that traverse this area, this survey unit was reclassified as Class 3 early on in the decommissioning in 2012.. On 6/12/2017 the Survey Unit 10214 was re-classified again to a Class 2 due to ongoing construction activities in the L TP.
3) Past Operational Survey Results - All operational RP Radiological Surveys reported less than the 1 0CFR20 release limits for the site.

1) Summary - While performing pre excavation surveys under Sample Plan RA10200-E-04 survey scans identified a 1.26E+06 pCi Co-60 particle. No other particles or anomalies were identified during the RA survey.

Comments: Based on analytical results and where the particle found a new survey unit was added creating the fifth survey unit to SU10214. SU10214E will be a Class 1 MARSSIM Survey Unit while, the remaining survey units 10214 A, B. C and D will remain a MARS SIM Class 2.

On 11/18/19, while performing an end of day survey in SU10214 where CCDD is loaded, near the railcar lid storage area, a discrete radioactive particle (DRP) was located 3 to 4 below the surface. The DRP was surveyed and read 100,000 CPM using an M12 / 4410 gamma detector. A Telepole was also used to read the DRP at contact, and it read 1 mRem/hr.

The DRP was captured and sent to chemistry for isotopic analysis. A follow-up survey of the area was completed the next morning in the same area where the DRP was located. No DRPs were found.

A copy of the attached initial survey has been added to the CR.

Summary A discrete radioactive particle (DRP) was found in SU10214 by the area known as the CCDD pile.

II.

Event Description & Location A DRP reading 100K CPM using an Ml2/4410 detector and 1 mrem /hr. on contact using a Telepole was found 3-4" below the surface.

III.

Radiological Information An isotopic analysis was completed on the DRP. Results showed Co 60 0.02 uCi.

IV.

Pathway Analysis Analysis using Varskin showed that over a 24-hour period, the dose contribution would be 3 mremCEDE.
