Dear Ms. Fitch :

By letter dated December 22, 2020 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML21036A188), American Centrifuge Operating (ACO), a wholly owned subsidiary of Centrus Energy Corp. (Centrus), requested that the U.S. Nuclear Regulatory Commission (NRC) amend License No. SNM-2011 for the American Centrifuge Plant (ACP), by incorporating in it SP-3605- 0043 Distributed Control System (DCS) Information System Security Plan (ISSP). The purpose of the DCS ISSP is to ensure that processing classified centrifuge operational data, up to and including Secret Restricted Data (S-RD), on the DCS is completed securely. The original application was later updated by letters dated April 30, 2021 (ADAMS Accession No. ML21131A099), June 22, 2021 (ADAMS Accession No. ML21189A164), August 17, 2021 (ADAMS Accession No. ML21232A0 29) and September 3, 2021 (ADAMS Accession No. ML21252A051).

The NRC staff has completed its review of the DCS ISSP and has found it to be acceptable for the reasons set forth in the enclosed non-public security evaluation report (SER). In response to this application, NRC has added condition 10. z to license SNM-2011 related to adherence to the Classified Distributed Control System Information System Security Plan. The details associated with the review are documented in the SER.

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and Enclosure 3 will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records component of the NRCs ADAMS.
