Florida Power & Light Company Turkey Point Power Plant Cooling Canal System (CCS)

Freshening Effectiveness Report 1 Introduction The salinity in Florida Power & Light Companys (FPLs) Turkey Point Power Plant cooling canal system (CCS) varies with rainfall, heat load, and other meteorological and operating factors. Over the past 20 years, salinity has varied from the 30s to the high 60s (PSS-78 scale),

often approximately 1.5 to 2 times the salinity in Biscayne Bay. Recently, in 2014 and 2015, the salinity of the CCS rose from near 60 (PSS-78 scale), which is 1.7 times the salinity in Biscayne Bay, to a high in June of 2015 of 94.7 (PSS-78 scale), which is 2.7 times the salinity in Biscayne Bay (Figure 1). Working with the Florida Department of Environmental Protection (FDEP) and the South Florida Water Management District (SFWMD), FPL has proposed interim and longer-term measures to mitigate the salinity increase in the CCS and begin the process of reducing salinity. The short-term measures primarily include the use of excess unallocated water from the L-31E canal and marine groundwater sources to help lower the salinity to more manageable levels and to use 14 million gallons per day from the Upper Floridan Aquifer to help maintain the salinity.

Upon authorization given by the Miami-Dade County Department of Regulatory and Economic Resources (RER) (Modification for Class 1 Wetlands Permit CLI-2014-0312) and the SFWMD (Emergency Final Order SFWMD No. 2015-034-DAO-WU), FPL used allocated stormwater from the L-31E canal to help freshen its CCS in 2015. This activity was authorized from June 1, 2015, through November 30, 2015, provided that the daily water reservation allocation (504 acre feet/day) was first delivered to Biscayne Bay. The only water available from the L-31E canal was water that would otherwise be discharged to tide and in excess of flows reserved for the protection of fish and wildlife at Nearshore Central Biscayne Bay. During this same time period, the CCS also received intermittent inflows from three marine wells, Interceptor Ditch (ID) pump operations (not sources regulated under the Class I Wetland Permit), and rainfall.

As required by Specific Condition No. 11 in the RER permit, FPL is submitting this CCS Freshening Effectiveness Report, which summarizes the effectiveness of the project in reducing the salinity and temperature of the CCS. Information is provided regarding the volume and quality of water pumped into the CCS from each source, and how these factors correlate to changes in CCS water quality.

The L-31E canal is located immediately west of the CCS, and the water quality in this canal and the remainder of the canal network being accessed is reflective of freshwater. To transfer water from the regional canal system into the L-31E canal south of Palm Drive, water was pumped via three 30-inch-diameter pipes from the north to the south sides of Palm Drive. The pump station on the north side of the road is referred to as L31E-INTN, and the station that pumps water from the southern L-31E canal segment into the CCS via two 36-inch-diameter pipes is referred to as L31E-INTS. Figure 2 shows the locations of these source wells and pumps.

2 Volume of Water Inputs into the CCS Weekly inputs by source (in million gallons) are presented in Table 1. These inputs include flows from the L-31E canal (INTS), the ID, the three marine wells (PW-1, SW-1, and SW-2), and rainfall over the CCS, as averaged across three to five rainfall stations shown on Figure 1.

Further details, including daily pumping logs and pumping summaries for the L-31E flows, are provided in Appendix A. A summary of daily flows from the groundwater sources is presented in Appendix B. Figure 3 shows a time series of inputs by source.

Figure 3 Inputs by Source over Time Marine groundwater from one of the three marine wells was pumped into the CCS prior to June 1, 2015, with the other wells coming online in June 2015. Pumping of the marine groundwater into the CCS for freshening purposes was continued until the week of September 21, 2015. FPL stopped the use of these wells because the wells were becoming less effective in lowering salinities in the CCS (in comparison to fresher L-31E canal water) and due to FPLs desire to reduce the salt input into the CCS. Since that time, the pumps have been exercised for short-term maintenance purposes, but not for CCS freshening.

Due to a dry start of the wet season, water was not pumped from the L-31E canal for freshening until the week of August 24, 2015. The L-31E pumps were exercised as part of testing during the weeks of July 27 and August 10, 2015. Pumping from the L-31E canal was terminated on November 30, 2015, as required by the agencies. The maximum amount of water pumped in a day over the period from August 24 through November 30, 2015, ranged from 0 to 76.1million gallons, and the average daily volume was 28.7 million gallons.

During portions of the freshening effort, the ID pumps were activated in accordance with the ID operating protocol to maintain a seaward gradient. While the inflows to the CCS resulting from implementation of authorized 2012 ID Operational Plan are not part of the freshening activities, they are a contributor to CCS volumes and chemistry. Further information regarding ID operation during this period is provided in an ID Operations Report, which is required as part of Specific Condition No. 10 of the RER permit.

Rainfall totals, as provided in Table 1, are based on average of daily values collected from up to five rainfall stations at Turkey Point, referred to as TPM-1, LU, SD, and Hotel2 and Bravo. Figure 2 shows the locations of these stations.

Daily totals from each of the rainfall stations are included in Appendix C. As required by Specific Condition No. 11 of the RER permit, daily rain totals are also included in Appendix C for SFWMD Station S-20F-R (see Figure 3 for location); however, the data from Station S-20F-R was not used in the rainfall average provided in Table 1 or the subsequent graphics.

Figure 4 shows the distribution of water sources during the period of June 1 through November 30, 2015. The largest contribution of these different sources to the CCS was collectively from the three marine wells (38.1%), but almost half (49.1%) of the water was contributed by a combination of very low salinity water from the L-31E canal and rainfall.

Figure 4 Distribution of Water Sources into the CCS 3 Water Quality - Salinity and Temperature There are seven automated monitoring stations located in the CCS (TPSWCCS-1 through TPSWCCS-7, see Figure 5). In addition, automated stations are located in the L-31E canal (L31E-INTN, L31E-INTS, and TPSWC-1; see Figure 5). These automated stations record salinity, specific conductance, temperature, and water levels. Water quality samples are collected weekly from TPWSCCS-1, TPSWCCS-6, and the three L-31E canal locations; samples are collected monthly from the groundwater source wells. Field parameters and lab results (chloride and sodium) from the above-mentioned weekly and monthly sample locations, as well as other surface water stations required as part of the RER permit conditions, are included in Appendix D. For the purposes of this CCS Freshening Effectiveness Report, the primary focus is on the CCS stations and the source water results. The analytical results provided in Appendix D have not got through the full data quality assurance/quality control (QA/QC) review process; therefore, the results are considered provisional.

Figure 6 shows the change in salinity in the CCS during the freshening period and the combined daily inputs. The salinity values are a daily average of TPSWCCS-1, TPSWCCS-2, TPSWCCS-4, TPSWCCS-5, and TPSWCCS-6, as these stations have the most consistent representative salinity data. TPSWCCS- 3 and TPSWCCS-7 tend to be affected more by historical ID pumping and have had some issues with sedimentation; thus, the values are not as consistently representative of CCS specific conductance as the other stations. Also TPSWCCS-3 is in an area of the CCS that does not appear to get as much circulation as the rest of the CCS and may not be a good indicator of the effect of freshening. On June 1, 2015, average salinity in the CCS was 95.2 units on the practical salinity units (PSS-78) scale. By the end of pumping on November 30, 2015, the salinity dropped over 50% to 45.4 units (PSS-78). The figure extends to December 15, 2015, to show the effects of a large rain event on December 4, 2015, with the salinity on December 15, 2015, at 34.1 units. Drops in salinity of 5 to 10% can occur over just a few days as a result of very heavy rainfall (greater than 2 to 3 inches) over the entire area, which indicates the benefits of these types of events.

Figure 6 Changes in CCS Salinity and Total Water Inputs A closer review of the water quality for each source and the effects of these sources on lowering the salinity in the CCS are provided on Figure 7 and focuses on L-31E canal water, marine groundwater, and rainwater. Based on the field sampling results, the average salinity from the L-31E canal was 0.7 (PSS-78 scale), while the average salinity from the marine wells was 36.8 (PSS-78 scale). During the period of June 1 to August 21, 2015, the data indicate that the marine wells were able to hold the CCS salinity at steady levels, thereby preventing the continued rise that occurred during the preceding months (Figure 1). However, the drop in salinity during the period of predominant marine pumping was limited (less than 10%). When pumping of L-31E canal water was initiated, combined with more frequent and significant rainfall in late August FPL Turkey Point Power Plant CCS Effectiveness Report l 8

and September 2015, the rate of salinity reduction increased. This is not unexpected, as the L-31E canal water and rainfall have much lower salinity compared with the levels in the marine wells and, thus, are more effective in reducing salinity in the CCS.

Figure 8 shows the changes in temperature in the CCS over the freshening period, and extends to mid-December 2015. The combined daily freshwater inputs are included, along with the maximum daily air temperature measured at TPM-1, average daily CCS water temperature (all CCS stations combined), and average daily CCS water temperature at TPSWCCS-1 and TPSWCCS-6. The results show a drop in average CCS water temperature of almost 7 degrees Celsius (°C) based on the temperatures recorded on June 1, 2015, compared to the temperature recorded on November 30, 2015. This change in CCS water temperature is a function of multiple factors, including air temperature and other meteorological conditions (i.e., solar radiation, wind speed, rainfall), plant operation, and the addition of cooler water into the CCS.

The CCS water temperature generally tracks the pattern of the air temperature, but with temperatures in the CCS being higher. Station TPSWCCS-1, which is closest to the plant outlet, has the highest CCS temperatures, while TPSWCCS-6 has the lowest temperatures. Typically, the surrounding water bodies tend to track closely to the maximum air temperature; therefore, the maximum air temperature was used in Figure 8. The highest air temperatures are in the summer, and air temperatures are coolest in the winter; therefore, the drop in CCS water temperatures beginning in late September are not unexpected, as they correspond with the seasonal drop in air temperature. Starting on October 19, 2015, there was a plant outage that ended on December 3, 2015. The outage resulted in less power output and heat into the CCS. This outage was combined with the lower air temperatures and the addition of cooler L-31E canal water and rainfall, which resulted in a sharp decline in CCS water temperatures from late September through November 2015.

The effects of the individual sources of inflows, marine groundwater, ID flows, L-31E surface water, and rainfall on CCS water temperature is difficult to ascertain; however, it is viewed that each had some positive effect since the source water temperatures were all cooler than the water temperature at TPSWCCS-1. For example, the temperature at TPSWCCS-1 exceeded 40°C during most of the summer of 2015 and dropped to just above 30°C in late November. The temperatures in the marine wells for the period when those wells were used from June through September 2015 ranged from 26.72°C to 27.73°C and were generally about 3 to 13°C cooler than the temperatures at TPSWCCS-1. Automated station surface water temperatures from the L-31E canal water (L31E-INTS) from late August through November 2015 ranged from 30°C to 23.3°C, while temperatures at TPSWCCS-1 ranged from close to 45°C to 28.5°C, based on the automated probe data. Based on other groundwater data in the area, it is presumed that surface water temperatures are cooler in the L-31E canal than groundwater temperatures later in the year, as groundwater temperatures do not fluctuate as much as surface water temperatures.

Most of the groundwater pumping occurred in the summer with water that was approximately 10°C cooler than the average CCS temperatures and 15°C cooler than TPSWCCS-1. In an effort to determine if the effects of this cooler groundwater on CCS summer temperatures could be readily observed (such as preventing the increase in summertime CCS temperatures), average CCS water temperatures were compared for the same periods in 2014 (when no freshening occurred) and in 2015 (when freshening occurred). Figure 9 indicates that the average CCS temperature in the summer of 2015 was typically one to two degrees cooler than the previous summer, but it is not clear to what extent the groundwater inputs affected the CCS temperatures as compared to other factors, such as solar radiation and air temperatures.

However, while the addition of marine water effectively stabilized the CCS salinity from June through mid-August 2015, this source was not particularly effective in lowering CCS salinities below 90 (PSS-78 scale). There was a significant reduction in CCS salinity levels that resulted from the addition of L-31E fresh water coupled with several large rain events from late August through September 2015. This demonstrates that the use of water sources much fresher than the CCS, in this case and most notably the excess L-31E water, is effective in reducing salinity levels in the CCS. The data also indicates that when fresher water additions equal average daily rates of evaporation from the CCS (30 to 45 MGD), salinity levels stabilize.

The extent to which the various water sources reduce CCS water temperatures is not quite as clear, but they do provide some relief, particularly during the summer months as source water temperatures are lower than the CCS water temperature. Atmospheric conditions and plant operations appear to be more significant drivers impacting the water temperature. However, during summer days when power demands peak, temperature reductions in the CCS of even 1 or 2 degrees are very significant to plant operations.
