U.S. NUCLEAR REGULATORY COMMISSIONS SCHEDULE UPDATE FOR THE LICENSE RENEWAL REVIEW OF THE WESTINGHOUSE COLUMBIA FUEL FABRICATION FACILITY
Dear Ms. Pope:
The U.S. Nuclear Regulatory Commission (NRC) staff has updated the schedule for its review of Westinghouse Electric Company, LLCs (Westinghouses) license renewal application for its Columbia Fuel Fabrication Facility (SNM-1107). The NRC staff considered, as appropriate, the information submitted by Westinghouse on July 20, 2020, in response to the information request (Agencywide Documents Access and Management System [ADAMS] Accession No. ML20202A678) regarding the review schedule. As stated in the letter dated June 30, 2020 (ADAMS Accession No. ML20178A293), the NRC staff is committed to completing its environmental impact statement (EIS) of the Westinghouses Columbia Fuel Fabrication Facility license renewal application in the most efficient and effective manner possible.
The NRC staff will use the analysis conducted to date to the fullest extent possible to prepare the EIS. The NRC staff must also comply with the requirements for completing an EIS in Part 51 of Title 10 of the Code of Federal Regulations (10 CFR). Accordingly, the NRC staff has established a schedule for the license renewal review that provides for the NRC staff to prepare the EIS and issue the license renewal decision within 18 months from issuance of the Federal Register (FR) notice announcing NRC staffs intent to prepare an EIS and the beginning of the scoping process. The FR notice was published on July 31, 2020 (85 FR 46193). The enclosure to this letter provides the license renewal review schedule, including major milestones. The schedule was developed based on the EIS process as required by 10 CFR Part 51, guidance in NUREG-1748, the current status of the environmental review, and Westinghouses tentative due dates for key milestones in the Phase II Remedial Investigation Work Plan activities under the Consent Agreement with the South Carolina Department of Health and Environmental Control, as appropriate. The anticipated schedule can change depending on the findings of our technical review or other factors. This target completion date also assumes Westinghouse will provide timely and high-quality responses to NRCs requests for additional information and submittals. We will promptly communicate any significant changes to this schedule.
Additionally, the NRC staff estimates that completing the review of your submittal will require approximately 2444 staff hours which corresponds to about $679,432, and $700K contract dollars.

Furthermore, the NRC staff continues to encourage Westinghouse to keep the NRC staff informed of any changes to the Phase II Interim Remedial Investigation activities and schedule.
