February 5,1987 On January 26, 1987, Walter F. PARTRIDGE, a Chemistry Technician at the Sacramento Municipal Utility District's (SMUD) Rancho Seco Nuclear Generating Station (Rancho Seco), was interviewed by Senior Investigator Ronald A. Meeks.
PARTRIDGE was interviewed at NRC's Resident Inspector office at Rancho Seco.

PARTRIDGE was interviewed relative to his knowledge of the alteration of counting times in conjunction with the analysis of radioactivity in water contained in the i
Regenerate Holdup Tank (RHUT) at Rancho Seco.
With respect to the alteration of counting time, PARTRIDGE stated:

PARTRIDGE had been employed at Rancho Seco since July 1984 as a Chemistry and Radiation Protection Technician.

In 1985, Steve MANOFSKY conducted a sample analysis of Rancho Seco's Canberra Program to determine the sensitivity with respect to Lower Limits of Detection (LLD) of the Canberra using a 1000 second coun',
t time.
3.
The sample was drawn from the Demineralized Header of the secondary system and was run through a Deionizer Filter and Resin Process.
4.
The sample analysis indicated that at a 1000 second count the Canberra
~ had a LLD which was below Rancho Seco's Technical Specification LLD.
5.
PARTRIDGE conducted the analyzation of the sample run and reported this on enclosure 7.3 of Procedure AP305V-13, which indica'A that Canberra had the~ sensitivity to meet Rancho Seco's LLD at a 1000 second count.
