! Technical Specification 4.7.6 Gentlemen:

My December 21, 1987 letter to the NRC transmitted a proposed Technical Specification amendment to Facility Operating License Nos. NPF-35 and l NPF-52 far Catawba Units 1 and 2, respectively. The proposed change to Technical Specification, 4.7.6.D Control Room Area Ventilation System Surveillance Requirements, extended the carbon adsorber sampling frequency from 720 hours0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br /> to 1440 hours0.0167 days <br />0.4 hours <br />0.00238 weeks <br />5.4792e-4 months <br />. The following information is provided to update my December 21, 1987 submittal. Additional changes to Technical Specifications 3.7.6.A, 4.7.6.C, 4.7.6.D, 4.7.6.F, and 4.7.6.G seeking administrative clarifications and more conservative bypass leakage and methyl iodide penetration acceptance criteria are also being proposed.

Attachment I contains marked up pages of the current Technical Specifications reflecting the requested change s. Attachment II contains an updated No Significant Hazards Analysis and Environmental Impact ];

It should be noted that my December 21, 1987 submittal indicated that j sample canisters were used to obtain carbon adsorber samples. However, I this practice was discontinued prior to submittal of the Technical j Specification amendment request. Currently, sample.; are obtained by the j grain thief method which involves insertion of a sampling rod into the )

bed. The grain thief method provides samples more representative of the i carbon adsorber bed condition than the sample canister method. l Additional laboratory carbon sample analysis results have also become available since my December 21, 1987 submittal. A total of 67 tests have j been performed over a period of six years covering typical atmospheric and j seasonal conditions. These carbon sample analysis.results are discussed in the attached No Significant Hazards Analysis and Environmental Impact Statement.
