Gentlemen:

My December 21, 1987 Ictter to the NRC transmitted a proposed Technical Specification (TS) Amendment to Facility Operating License Nos. NPF-35 and NPF-32 for Catawba Units 1 and 2. respectively. The proposed change to 4.7.6.d Control Room Area Ventilation System Surveillance Requirements, extended the carbon adsorber sampling frequency from 720. hours to 1440 hours0.0167 days <br />0.4 hours <br />0.00238 weeks <br />5.4792e-4 months <br />. My letter dated July 14, 1989 upanted the submittal by making additional changes to Technical Specifications 3.7.6.a. 4.7.6.c, 4.7.6.d,

i 4.7.6 f and 4.7.6.g seeking administrative clarifications and more conservative bypass leakage and methyl lodide penetration acceptance criteria.

This letter supplements my previous submittals by changing TS 4.7.6.c.2 and 4.7.6.d to read " Meets the laboratory testing criteria of ASTM D3803-86, Test Method "A".

(Exception to test method "A" will be the use of 70%

relative humidity instead of 95%, and a 4 inch carbon bed depth)."

This change is administrative and will ensure consistent laboratory testing of all ventilation syste:as at Catawba Nuclear Station. There will be no change to the current testing requirements for the Control Room Area Ventilat. ion System which are not. justified in my prsvious submittals.

This change will meet the intent of Regulatory Guide 1.52.

l Attached is a copy of the marked up pages from my July 14, 1989 submittal.

l The additional changes, as described have been marked on these pages.
