COMANCHE PEAK STEAM ELECTRIC STATION, UNIT 1 STATUS OF PREPAREDNESS FOR LICENSING This memorandum is forwarded in accordance with MC 94300 to provide you information on the preparedness for licensing of Comanche Peak Steam Electric Station (CPSES), Unit 1. This is the second of approximately monthly status reports. Enclosures 1 through 6 include those items requiring inspection and resolution before the Comanche Peak Project Division can make a recommendation for licensing. We recognize the enclosures contain a high number of items remaining to be completed prior to fuel load. During the next few months, we plan to assess each item to determine which ones may appropriately be postponed until some later milestone such as prior to initial critical, prior to 100% power, during first refuelirg, etc.

Texas Utilities Electric Company (TUE) officially estimates a fuel load date of Jurse 1989; however, plant schedules identify October 2, 1989, as the fuel load date. We note that the utility schedute for fuel load has not slipped during the past approximately 9 months. CPPD considers October 1989 as a realistic time frame for a licensing decision, contingent upon satisfactory resolution of the issues presented in the enclosures to this memo.

There are 64 open items, 29 unresolved items, and 5'5 enforcement items that must be closed prior to fuel load.

There are 41 Bulletins that must be closed prior to fuel load.

IV. Allegations There are currently 7 open allegations. It is expected that these allegations will be inspected prior to fuel load.

Closure of the allegations will depend on the outcome of the inspections and acceptance of the applicant responses or actions if any are required. The following allegations are open.
