This letter refers to the routine safety; inspection conducted by Mr.'R. K. Mathew:
of this office _on.May 1-5, 1989, at the Calvert Cliffs Units 1 and 2, Lusby,_
Maryland of activities authorized by NRC License Nos. DPR-53 and DPR-69 and to
,
the discussions of o'ur findings held by Mr. Mathew with Mr. L.: Russell at the.-
conclusion of the. inspection.
Peas.' examined during this inspection are described in the NRC Region 1

inspection Report which is enclosed with this letter. Within.these areas, the
,

inspection' consisted of selective examinations ~of procedures and~ representative

. records,. interviews with personnel, and observations by the. inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance _with NRC requirements,'as set
forth in.the Notice of Violation, enclosed herewith as' Appendix A.
These vio--
lations~have been categorized by severity. level in iccordance'with the " General
. Statement of Policy and Procedure for NRC Enforcement Actions, "10 CFR Part 2,
Appendix C (Enforcement Policy)." You are required tn respond to this letter
and in preparing your response, you should follow the instructions in Appendix A.
In addition, it is important that proper management attention be given to the
MOV maintenance program deficiencies identified in this report. We understand
th'at you are in- the process of implementing a new program to address current
deficiencies. During the inspection, your staff agreed to provide the NRC a
written description of plans to upgrade the MOV maintenance programs.
