SUBJECT:
UNIVERSITY OF CALIFORNIA, DAVIS - REVIEW OF THE EMERGENCY PLAN IN SUPPORT OF THE RENEWAL FOR FACILITY OPERATING LICENSE NO. R-130 (EPID NO. L-2017-LLA-0227)
Dear Dr. Mohapatra:
By letter dated July 6, 2020, the University of California, Davis (UCD, licensee) submitted an updated request for renewal of Facility Operating License No. R-130, for the McClellan Nuclear Research Center (MNRC) TRIGA (Training, Research, Isotopes, General Atomics) research reactor (a copy of the application letter is available on the U.S. Nuclear Regulatory Commission (NRCs) public website at www.nrc.gov under the Agencywide Documents Access and Management System (ADAMS) Accession No. ML20188A368). As part of the updated license renewal application, the licensee submitted, for NRC staff review, the current version of the UCD/MNRC emergency plan (EP), Revision 9 (a redacted version is available at ADAMS Accession No. ML20238B990), dated June 2018.
The NRC staff has completed its review of the UCD/MNRC EP and have determined that the UCD/MNRC EP is compliant with the following regulations and guidance:
Title 10 of the Code of Federal Regulations, Part 50, Section 50.34, paragraph 50.34(b)(6)(v)
Regulatory Guide 2.6, Revision 1, Emergency Planning for Research and Test Reactors, issued March 1983 (ADAMS Accession No. ML003740234)
American National Standards Institute/American Nuclear Society-15.16-2015, Emergency Planning for Research Reactors NUREG-0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors, issued October 1983 (ADAMS Accession No. ML062190191)
We request that UCD continue to implement the approved EP. If you have any questions regarding this review, please contact me at (301) 415-0893, or via electronic mail at Geoffrey.Wertz@nrc.gov.
Sincerely,
/RA/
