University of Missouri-Columbia Research Reactor Renewed Facility Operating License No. R-103 Request for a 45-day extension to respond to the "University of Missouri at Columbia-Request for Additional Information Re: License Amendment Request to Implement Selective Gas Extraction Target Experimental Facility at the University of Missouri Research Reactor (CAC AllOl0/05000186/L-2017-LLA-0227)," dated November 1, 2017 By letter dated May 3, 2017, the University of Missouri Research Reactor (MURR) submitted a license amendment request (LAR) to the U.S. Nuclear Regulatory Commission (NRC) in order to conduct an experiment that would produce molybdenum-99 (Mo-99) in large quantities as part of its role in supplying critical medical radioisotopes to the domestic and international community. The experiment would utilize General Atomics' (GA) Selective Gas Extraction (SGE) process, which consists of irradiating target rods containing low-enriched uranium (LEU) pellets in the reactor graphite reflector region in order to produce fission product Mo-99. The Mo-99 would then be extracted from the LEU in dedicated hot cells using the SGE technology.
By letter dated June 19, 2017, MURR submitted two (2) attachments of additional technical information to supplement the May 3, 2017 submittal to further assist the NRC in review of the LAR.
By letter dated September 7, 2017, the NRC identified items in the proposed LAR that required additional information and clarification with a request to provide responses by October 7, 2017; 30 days from the issuance of the letter.
Based on the complexity of some of the questions that required additional analyses, and the required time for the MURR safety committees to review the responses prior to submittal to the NRC, MURR requested, by letter dated October 10, 2017, an extension of 60 days from the October 7, 2017 date to respond to the questions from the September 7, 2017, letter; a new response date of December 6, 2017. jf /J Z D

By letter dated November 1, 2017, the NRC identified additional items in the proposed LAR that require further information and clarification with a request to provide responses by December 1, 2017; 30 days from the issuance of the letter.
Based on the resources that were required to answer the questions from the September 7, 2017, letter, and the required time for the MURR safety committees to review the responses prior to submittal to the NRC, MURR is formally requesting an extension of 45 days from the December 1, 2017, date to respond to the questions from the November 1, 2017, letter; a new response date of January 15, 2018.
