UNIVERSITY OF MISSOURI-COLUMBIA - REQUEST FOR EXTENSION TO RESPOND TO THE REQUEST FOR ADDITIONAL INFORMATION RE: LICENSE AMENDMENT REQUEST TO IMPLEMENT SELECTIVE GAS EXTRACTION TARGET EXPERIMENTAL FACILITY AT THE UNIVERSITY OF MISSOURI RESEARCH REACTOR (CAC A11010/05000186/L-2017-LLA-0227)
Dear Mr. Butler:
By letter dated May 3, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession Package No. ML17132A252), the University of Missouri-Columbia Research Reactor (MURR) submitted a license amendment request (LAR) to produce molybdenum-99 using the General Atomics Selective Gas Extraction process. By letter dated June 6, 2017 (ADAMS Accession No. ML17142A419), the U.S. Nuclear Regulatory Commission (NRC) staff indicated its acceptance of the application and initiation of its technical review of the LAR. In this letter, the NRC staff provided a review schedule with an estimated review completion date of June 2018. By letter dated September 7, 2017 (ADAMS Accession No. ML17234A733), the NRC staff issued its initial request for additional information (RAI). By letter dated October 10, 2017 (ADAMS Accession No. ML17285A030), MURR requested a 60-day extension to the 30-day response time requested by the NRC staff.
The NRC staff accepts the 60-day extension request and expects that MURR will provide a response to the September 7, 2017, RAI by December 6, 2017.
Furthermore, as the NRC staff stated in its letter dated June 6, 2017, emergent complexities or challenges could result in changes to the NRCs forecasted review schedule. In addition to the extension to the RAI response deadline, MURR indicated in a telephone conversation, and by electronic mail, on September 1, 2017, that it anticipated submitting a revision to its LAR to account for a change to a manufacturing tolerance used in the design analyses, which is not expected until later this calendar year. Given the extension to the RAI response deadline, along with an anticipated revision to the LAR, the NRC staff can no longer commit to completing its review of the LAR by June 2018. A new review schedule will be established following the NRC staff review of MURRs RAI responses and revised LAR.
