CRYSTAL RIVER UNIT 3 - REVIEW 0F FINAL ATWS DESIGN-(TAC N0. 59085)
.Section (c)(6) of 10 CFR 50.-62 (the ATWS Rule) requires thht detailed infor-mation to demonstrate compliance with the requirements of the Rule be submitted to the Director, NRR.
By letter dated September 28,'1988 you provided a conceptual design for Crystal River Unit 3 (CR-3)..After receiving that submittal, we requested additional information by letter dated November 18, 1988. You responded to that request with a " final" design description by letter dated February 10, 1989.
-The NRC staff has completed its review of your submittal of February 10 -1989, as summarized in the enclosed Safety Evaluation (SE).
Based on that review, we have concluded that the proposed design is in compliance with the requirements of 10 CFR 50.62(c)(1) and (c)(2), and.is therefore acceptable.
As noted in the enclosed SE, the staff.is currently considering the need for Technical Specification operability and surveillance requirements, and will provide appropriate guidance on this matter at a later date.
It continues to be our understanding that you are proceeding with implement-tation of the ATWS modifications and will com)lete them before restart from the next scheduled refueling outage, currently scleduled to begin in March 1990, in accordance with the ATWS Rule.
This completes our review effort on the ATWS design'for Crystal River Unit 3 (TAC 59085).
