I.

INTRODUCTION AND

SUMMARY

This report discusses the data accumulated 'by the Environmental Radiation Monitoring Program during the period January 1, through June 30, 1976.

Pilgrim Station operated at 19% of capacity during January and 53% of capacity during June.

The unit was shut down for refueling and maintenance from January 29 to June 4.

The Environmental Radiation Monitoring Program was implemented during the reporting period as required by the Nuclear Regulatory Commission.

Plant-related radioactivity levels in marine life and sedimento increased from 1975 levels, as did liquid effluent releases to Cape Cod Day.

The predominant plant-related radio-nuclides detected in these media were Cs-137 Co-60 and Mn-54.

7 Activity levels of theco.nuclides did not exceed 1 picoeurie per f

gram of sample.

The dose equivalent associdted with the maximum activity concentrations detected was calcubated to be less than 1 millirem per year.for the seafood ingestion pathway.

The only plant-related activity detected in terrestrial media was Thiswasdetectedonsiteatlevelslessthanf gaseous radiciodine.

II.

DESCRIPTION OF MONITORING PROGRAM The Environmental Radiation Monitoring Program is being per-formed in accordance with the requirements specified in the Pilgrim Facility Operating License (DPR-35).

Summaries of the sampled media, sampling locations, frequences of collection, analyses and detection sensitivities are given in Tables 1 through 5A.

Sampling locations are shown in Figures 1, 2,

3 and 3A.

A more detailed program description is contained in a separate report i

i entitled, " Environmental Radiation Monitoring Program, Program Description and Procedures, January, 1976."

The only significant changes to the program during the reporting period were the implementation of sediment coring, as discussed in Section III H, a

and the transferral of TLD readout responsibilities from a contractor to Boston Edison Company.

MONITORING DATA AND RESULTS 4

This section presents the results of radiological analyses of samples taken during the reporting period.

Counting errors are calculated at the 95% confidence level, that is, two times the standard deviation of the count.

Reported "less than" values are generally three times the standard deviation of the background count.

The exceptions are nominal "less than" values reported.for milk (Ba/La-140), freshwater (gross beta, gross gamma, I-131), and seawater.

A.

Air Surveillance Weekly Air surveillance samples were analyzed for gross beta activity and radiciodine activity.

The results are presented in Tables 6, 8

i and 8A.

The radiciodine levels measured at the " warehouse" onsite location were due to the radiciodine releases resulting from the January 29 shutdown (shutdown spike).

Radioiodine detected at various locations in March and May are considered to be statistical fluctuations I

(false positives).

Reporting at the 95% confidence level can produce about five false positives in a hundred analyses.

Monthly gross gamma results, and quarterly gamma spectra (composites 1

1 of weekly samples), are presented in Tables 7 and 7A respectively.

These data show lower levels of airborne fallout than reported for the previous reporting periods.

This relects the reduction in atmospheric nuclear weapons testing.

Long term variations in air-borne radioactivity are shown in Figures 4 and 5.

External Gamma Exposure External gamma exposure rates, measured with CaSo4 (Dy) Radiguard 1

dosimeters, are reported in Table 9.

The combined exposure for j

January and February was the result of replacement dosimeters not being available during January.

Beginning in March, responsibility for the readout and calibration of the TLD's was transferred from.

A Teledyne 8300 reader and a uranium-238 calibration source is used for this work.

Also beginning in March, errors (+26) were calculated for all results.

The average offsite exposure rate measured for April is out of the expected range associated with normal fluctuations.

The reason for these higher than expected values has J

4 been traced to calibration drift in the reader.

This problem has been I

corrected.

In the previous report, unusually high gamma exposures were reported l

for the combined Noveqber and December results at certain on-site locations, particularly OA and WS.

The source of these high exposures i

was investigated.

A review of plant records showed unusually high radiation levels in the turbine building on the south side of the turbine deck attributable to the temporary storage there of radwaste l

casks.' After these casks had been shipped off-site, radiation levels dropped sharply.

The elevated on-site exposure levels measured during i

the refueling outage were also ca'/. sed by on-site storage of radwaste t

casks prior to shipment.

Milk Milk was sampled from two dairy locations and from a store in Plymouth.

The samples were analyzed monthly for Cs-137, Sr-90, Ba/La-140 and I-131.

The results obtained during the reporting period are presented in Table 10.

The levels of strontium and cesium measured in Plymouth milk do not exceed the levels measured prior to station operation,

)

as shown in Figure 6.

Radiobarium and radiciodine levels were below detection limits in all cases.

D.

Crops No commercial produce was sampled during the reporting period.

The annually-required samples will be collected and analyzed prior to the next report.

E.

Domestic and Recreational Water Monthly composites of weekly water samples were analyzed for gross radioactivity and the isotopes H-3, Sr-90 and I-131.

The results are shown in Table 12.

The results of gamma spectral analyses,'re-quired quarterly, are presented in Table 13.

The April South Plymouth sample is being checked for Cs-137 activity by radiochemical separation.

The result of this reanalysis will be reported in a later report.

F.

Seawater Monthly samples were taken from the intake channel, discharge canal, and a control location 7.5 miles NNW of the station.

These were analyzed for fractional gross beta (explained in Table 14), gross gamma, tritium, and iodine-131.

The results of these analyses and of quarterly analyses of intake and discharge seawater for specific radioisotopes are presented in Table 14.

detected in the first quarter discharge canal sample is attributable to plant discharges.

The detected level of Cs-137 is less than 1/20,000 of the federal regulatory limit for drinking water.

Marine Life Finfish, shellfish and algae were sampled during the reporting period.

The results of radiostrontium and gamma spectral analyses are pre-sented in Table 15.

The results of analyses of samples from the previous reporting period, not reported in Semi-annual Report #7, are included in Table 15.

Trace amounts of plant-related radionuclides (Co-60, Cs-137, Mn-54) were detected in fish, shellfish, and algae during the reporting period.

No plant-related activity was detected beyond two miles from the plant.

Potential radiation doses to humans resulting from these levels of radioactivity were calculated using NRC Regulatory Guide 1.109.

The calculations showed that the doses that could result from the ingestion of seafood containing the highest detected levels of radioactivity, were less than one millirem per year (see Section IV).

H.

Bottom Sediment Results of analyses of ocean bottom sediments in the vicinity of the plant are' presented in Table 16.

Sediment is sampled at the shoreline with a coring device to approximately 10 in. depth.*

Trace amounts of plant-related radionuclides were detected in the vicinity of the discharge canal.

Cesium-137 was detected at two locations in Plymouth This revised sampling technique was implemented March, 1976.

This is attributed to weapons testing fallout since (a) the activity, in one case, was five or more inches below the surface,and (b) no other radionuclides which could be attributable to the station were detected.

Further coring at these locations is planned.

The sensitivity associated with the earlier sempling (in March) was insufficient to detect Cs-137 at the levels found in the June samples.

Sampling locations not shown in Figure 3A are described as follows:

Samples of potential seafood taken during the reporting period, and

found to contain plant-related radionuclides, were assumed to have been ingested by consumers, and estimations of dose were made.

The l

activities detected in these samples were averaged within each of the three groups:

finfish, shellfish and algae.

These average activities are shown in Table 17.

Dose calculations were based on NRC Regulatory Guide 1.109 (Issued for comment March 1976).

Consumption rates and ingestion doses are presented in Table 17.

The computedr. ingestion doses were much less thsn 1 mrem / year to an adult.

Liquid releases during the period totaled about 1.7 curies.

i By comparison, the internal dose rate from natural radioactivity ingested and contained in the body is about 25 mrem / year.

The radionuclides contributing to this dose are potassium-40, rubidium-87, carbon-14, radium and tritium.

The total dose rate from natural sources (internal and external) is about 100 mrem / year.
