Dear Mr. Cockfield:

SUBJECT:

ULTRASONIC INSPECTION OF THE REACTOR COOLANT SYSTEM H0T-LEG l ELB0W - TROJAN NUCLEAR PLANT (TAC N0. 65315)

By letter dated July 24, 1987, Portland General Electric Company (PGE) submitted the ultrasonic examination results of the reactor coolant system (Loop B) hot-leg elbow for the Trojan Nuclear Plant as required by the staff 1 in the Safety Evaluation transmitted by letter dated June 16, 1986 (S. Varga '

to B. D. Withers). The areas examined were the sides of the elbow, as i required by the staff.

We have reviewed your submittal and in general, find the ultrasonic examination performed to be acceptable with the exception of the ultrasonic " beam spread correction" procedures used to estimate the indication size. The staff found the procedures to be inadequate and subject to interpretation. However, the staff considers the detected ultrasonic indications to be of a small size.

Based on the information provided, we conclude that continued operation of Trojan with the detected indications is permissible until the next refueling outage, .t which time PGE has committed to reexamine the elbow. Our conclu-sions anu recommendations for reexamination of the elbow are contained in the enclosed Safety Evaluation.

Sincerely.
