SHEAR 0N HARRIS NUCLEAR POWER PLANT: ALLEGED PRESERVICE PIPINGINSPECTIONDOCUMENTATIONFALSIFICATION(Q2-85-021)

REF: RII-85-A-0166 Per the discussion on November 1,1985 regarding subject documentation, attended by Al GIBSON, Jerry BLAKE, Larry ROBINSON, and myself; I am enclosing copies of Revision 0 and Revision 1 of CP&L Procedure IST-101, fitled PRESERVICE AND INSERVICE DATA CONTROL PROCEDURE (NES). Also enclosed are copies of a file of documents, containing primarily data sheets from Ultrasonic Testing, obtained from Ronald SAUNDERS, a Level III NDE Inspector / Reviewer employed by Nuclear Energy Service, a CP&L Contractor at SHNPP. Also enclosed are copies of completed NDE inspection packages, which correspond to each of the data sheets / documents in the file provided by SAUNDERS. The copies of these complete packages were provided by Stanley PRUITT, CP&L Senior Inservice NDE Inspection Specialist, SHNPP.

Background

A fonner NES Data Control Engineer alleged that SAUNDERS, in his capacity as the NES Reviewer of the incoming NDE data sheets, would, on some occasions, require his field inspectors to rewrite data sheets. The alleger stated that on some occasions, the data / interpretation of data on the rewritten data sheet would be changed from what was contained on the original sheet. The alleger stated that, contrary to procedure SAUNDERS would keep the originally submitted data sheets in an unofficial file and submit the rewritten sheets with the package as if they were the original data sheets. The alleger stated that the rewritten sheets should have been shown as having been changed, either by notetion on the rewritten sheet, or by inclusion of the original data sheet as a Revision 0 and the change as a Revision 1, or both. The alleger stated that as a result of arguments between the alleger and SAUNDERS as to how these rewritten data sheets should be handled, the data control procedure was changed as to the definition of when a data sheet became an official document.

$UwelARY Uryc called and advised that on this date a local Raleigh, N.C. radio station ha,d a news item that featured a former NES and CP&L employee, identified as Patty Miflello who alleged wide spread drug use a,t Harris Nuclear Plant. Uryc advised that she had also supplied the SRI.with a copy of an affidavit which was being faxed to the region.

He said he would provide 01:RII a copy. The exact details of the affidavit was not known at the time.
