The Comunission has granted the enclosed eresetton free certain safeguards' requirements of to CTR 73.55 to the Yankee Ateele Electric Leopany (YA(C er
,1icensee) in response to the Itcensee's request of August 11 and October 22 1992.
This regulation provides requirements for onsite physical lectlen systems to ovard against a design basis threat of radiological s tage $f activities involving special nuclete material (generally spent reacter fuel) at an operating power reacter facillt,*. However. YNP$ b4s been shut down for over a year.

The Commission has granted this esempt en perssant to 10'CTR 73.5 and has provided the requisite rindings in Sectfen V.
