Long Island Lighting Company ATTN: Mr. John D. Leonard, Jr.

Vice President - Nuclear P. O. Box 618 l

Shoreham Nuclear Power Station Wading River, New York 11792 Gentlemen:

Subject:

Safeguards Regulatory Effectiveness Review at the Shoreham Nuclear Power Station The NRC's Office of Nuclear Reactor Regulation (NRR) is in the process of I

conducting a Regulatory Effectiveness Review (RER) at operating nuclear power plants.

The purposes of the RER are to evaluate the overall effectiveness of the safeguards program and to determine whether existing safeguards regulations yield the level of protection intended by NRC. The RER supports the NRC's quality assurance program for safeguards, as.it applies to both the Shoreham Nuclear Power Station systems and the NRC's regulations. The RER will complement, but will be independent of, the licensing and inspection functions.

Specific details regarding the conduct of the RER, including identification of the team members, will be provided to you at a later date.

So that NRR can prepare for the RER at the Shoreham Nuclear Power Station, you are requested to provide the information identified on the enclosed list directly to Mr. Douglas Pickett, USNRC, EWS-310, Washington, D.C., 20555, by.

March 31, 1988.

If you have any questions regarding this request, please contact Mr. R. R. Keimig of my staff at (215) 337-5255.

The response directed by this letter is not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.

Your cooperation with us in this matter is appreciated.

Sincerely, i

Driginal Sigrw d gy:
