l ENCLOSURE _1 NOTICE OF VIOLATION Duke Power Company Docket Nos. 50-413 and 50-414 Catawba Units 1 and 2 License Nos. NPF-35 and NPF-52 .
I During the Nuclear Regulatory Commission (NRC) inspection conducted on November 2-6, 1987, a violation of NRC requirements was . identified. In l accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed ;
below:
License Condition C(8)(a) requires the licensee to maintain in effect all.
provisions of the approved fire protection program as described M the Final Safety Analysis Report for the facility through Revision 11 and as approved in the SER through Supplement 4. .
SER Supplement 3 states that four members of the fire brigade are members of. the security force. They are trained for fire fighting and are designated on the shift roster as Fire Brigade Members at the beginning of each shift.
Section 5.6 of the Catawba Fire Protection Program Station Directive 2.12.2 states the requirements of completion of quarterly requalification training and an annual medical examination to remain qualified as & Fire Brigade member.
Contrary to the above, the licensee's Fire Protection Program was not implemented, in that, not all security force personnel assigned duty as fire brigade members in the Security Journal during the months of September and October 1987 had received the requalification training or annual physical examination as required to remain qualified as fire brigade members.
This is a Severity Level IV violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Duke Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including for each violation: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid G

Where good cause is.shown, consideration will be given to extending the response time.
