REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE (MONTICELLO NUCLEAR GENERATING PLANT) (TAC NO. M96238)

Dear Mr. Anderson:

By Northem States Power Company's (NSP's) application and affidavit executed by Michael F.

Hammer dated March 26,1998, NSP submitted additional information in support of its power rerate amendment application and requested that two calculations provided as part of l Attachment 4 to the March 26,1998, letter be withheld from public disclosure pursuant to 10 CFR 2.790.-

' NSP stated that the two calculations, CA 97-176, Rev. 2, " Equivalent Temperature Evaluation for EQ Temperature in containment," and CA 98-105, Rev. O, " Qualified Life Evaluation for Containment EQ Components," should be considered exempt from mandatory public disclosure for the following reasons:

1. The information discloses a process, method, or apparatus, including supporting data j and analyses, where prevention of its use by NSP's competitors without license from . j NSP constitutes a competitive economic advantage over other companies.

- 2. The information, if used by a competitor, would reduce his expenditure of resources or improve his competitive position in the design, manufacture, installation, assurance of .

quality, or licensing of a similar product. I

3. The information reveals aspects of past, present, or future NSP-funded development //

plans and programs of potential commercial value to NSP.

10 CFR 2.790 and, on the basis of NSP's statements, have determined that the submitted information sought to be Cthheld contains proprietary commercialinformation.
