AUGMENTED IGSCC INSPECTION PLAN FOR PILGQIM POWER STATION 1987 REFUELING OUTAGE (TACS #55608 AND 63301)

Dear Mr. Bird:

The NRC staff has reviewed Boston Edison Company (BECo) submittals dated  ;

September P2, 1986 and May 6, 1987 recarding the augmented intergranular stress corrosion cracking (IGSCC) inspection program for Pilgrim Station 1987 refueling outage. In Pilarim Station, the entire recirculation piping and portions of the piping in the residual heat removal (RHR), core spray and reactor water cleanup (RWCU) systens have been replaced with low carbon grade stainless steel materials. BECo reported that a total of 126 IGSCC ,

susceptible welds remain in the Pilgrim Station, and 32 such welds are j scheduled to be inspected during the 1987 refueling outage. The inspection i sample includes all the piping welds not inspected in previous refueling i outage, an overlay repaired jet pump instrument nozzle safe end (furnace sensitized) and 3 Inconel 182 buttered recirculation nozzle to safe end welds.

Based on our review of the submittals, we conclude that the licensee's (BEco)

augmented IGSCC inspection program for the 1987 refueling outage meets the guidelines in the Generic Letter 84-11 and is acceptable. ,

l Your submittal dated September 2S, 1986 contained BEco's inservice inspection ]

(ISI) plan for the first inspecticn period of the second 10-year interval at  !

Pilgrim. You requested our review of the subject inspection plan. We find j that Pilgrim's second 10-year ISI progran has already been approved by NPC. ]

Therefore, there is no need for the staff to review the subject inservice i inspection plan. l l

You should be aware that the Region I has the responsibility to review the l inservice inspection actually performed in each inspection period to ensure  ;

that the scope of inspection complies with the approved ISI program. When  !

your inspection plan deviates from the approved progran, you are required to '

submit a relief reauest prior to inspection for NRC approval. No such request was included in the subject submittal.
