REVIEW 0F DAVIS-BESSE COMFORMANCE TO REGULATORY GUIDE 1.97, REVISION 3 (TAC 51084)

By letter dated June 28, 1984 (No 1059), Toledo Edison Company provided the l information requested in Generic Letter 82-33 (December 17,1982). The staff i review of those submittals was provided with our letter dated October 16, 1985.

That Company review indicated to the guidancethat certainin of contained the exceptions Regulatory taken by(Rev. 3) were Guide 1.97, unacceptable. Your letters of January 27, 1986 (No. 1232), and September 26, 1986 (No. 1266), supplied information to resolve the issue.

The supplemental information has been reviewed, and the staff concludes that the Davis-Besse post accident monitoring instrumentation design is acceptable i with regard to Regulatory Guide 1.97. This conclusion is contingent upon your confirmation that containment air is continuously monitored by the Class IE containment high range radiation monitor measuring both iodine and particulate activity. Please provide this confirmation not later than December 31, 1987.

It is my understanding that implementation of all actions necessary for post accident monitoring instrumentation conformance, as referenced in the attached Safety Evaluation, is not yet complete, based on infomation presented in your submittals referenced above and a telephone discussion on November 18, 1986. Further, I understand that the outstanding modifications necessary for full implementation are:

(1) Install MSly and AVV position indication (2) Extend the range of RCS pressure indication (3) Modify neutron flux system (4) Provide the control room with SFRCS startup level indication l
