CPS No. 2000.91 l 1.0' PURPOSE L

Provide for post-modification testing of the Emergency Reserve Auxiliary Transformer (ERAT), 0AP03E and 138KV y

i Circuit Switcher (CS B018), OAP095E, for work performed under plant modification AP-040. This procedure does not include the Transformer Fire Protection deluge. nozzles discharge test, which will be performed as a separate procedure.

2.0- DISCUSSION / DEFINITIONS 2.1 Discussion 2.1.1 Modification Package AP-40 will install the new Emergency Reserve Auxiliary Transformer (ERAT) and Load Tap Changer (LTC).' Major components of this modification include the new ERAT transformer foundation, the new ERAT oil spill retention system, a new 138KV switcher. foundation, relocation of the existing circuit switcher (CS B018), 1AP095E, installation of new 4000 ampere overhead non-segregated bus duct, and associated foundations, a new-fire protection system, a.new grounding grid and additional area-lighting. The new transformer will be installed in the area southwest of the existing transformer. Installation of the new transformer-results from the degraded supply voltage occurrences experienced recently at Clinton Power Station. This- f Degraded Voltage problem has become a regulatory issue due to the frequency of entering the limited condition of operation LCO state. Another possible regulatory issue. concerns the operation of required equipment during-accident conditions. The reason for changing the existing ERAT is due to its MVA rating.

Once the static VAR (Volt Ampere Reactive) compensator is installed and placed in service there will be the  ;

possibility of' exceeding the MVA rating of the 1 transformer. The addition of the new ERAT, together with the added Static VAR Compensator will minimize degraded supply voltage problems and concerns. j l 2.1.2 While performing this test, the initialing of a procedure ,

step indicates that the step was completed satisfactorily  !

p and is acceptable.

2.1.3 'The Test Director (or certified test personnel designated  ;

by the Test Director) may sign for completion of '

. prerequisites or test steps. These items may be verified by personal observation, signature of responsible party,  !

statement from certified personnel or operators completed documentation, or other means that the Test Director (or designee) . deem suf ficient.

CPS No. 2800.91 2.1.4 Problems may be encountered which are not related to the Testing. If this occurs, the Test Director shall evaluate the situation and note the resolution in the Test Log.

Sections of the Test may be re-performed as many times as necessary to ensure satisfactory operation.

2.1.5 Once in a section, that section shall be performed in sequence (except as noted in Section 8.2). However, sections can be performed out of sequence to allow testing to continue. (i.e. plant conditions or suppori from other departments.)

i 2 .' 2 Definitions 2.2.1 Independent Verification - The act of Two qualified individuals independently or separately verifying that an action has been performed correctly. Independent verification shall not be performed simultaneously with the action. Independent is intended to require time and distance between the act and the verification. This is denoted by a / in a procedure or document.

2.2.2 Double Verification - The act of two qualified individuals concurring that the action to be performed is correct.

This is denoted by a (DV) / in a procedure or locument.

2. 2. 3' Momentary Jumper - Application of a hand held jumper o between designated' location points. The jumper is applied and held only long enough to be sure that is applied to both points at the same time and is then removed. l l

3.0 RESPONSIBILITY 3.1 The Director of Plant Engineering is responsible for the l proper implementation of the test procedure.

3.2 The Test Director is responsible for ensuring the test is i performed in a safe and efficient manner, that required support is available and properly coordinated, all prerequisites are met, and dissemination of test status is p made as appropriate. The Test Director is responsible for informing the SM/WCS/CRS of changes in the test status and  ;

upon completion-of the test. I I

4.O PRECAUTIONS 4 .- l Voltage measurements will be obtained on energized 120 Volt circuits. Ensure proper safety precautions are observed.

4.2 All work performed under this procedure shall comply with I -Site Safety Procedures.

c4.3 ERAT transformer Fire Protection deluge valve 1FP101C will be blocked from initiating-a deluge during several sections of this test'by_ installation of a "C" clamp per Appendix B.

6.2 Component / system operation shall be pcr approved plant procedures.

,If a temporary. modification is used to support this test, install the temporary modification per CPS No. 1014.03, TEMPORARY MODIFICATIONS.

6.3 No test:or experiment.which involves a change in the ITS/ORM/ODCM cn: an unreviewed safety question shall be

6.4 Should. unplanned bus transfers occur during the testing, testing shall be secured until the desired bus L

i configuration can be reestablished, and questions / design reverified.

6.5 The transformer turns ratio shall be verified to be within

, tolerance, or: credit taken for IP Doble crew testing prior to electrical loads being transferred to the ERAT. This

-will ensure that an overvoltage condition is not created on the AC distribution system.

6.6 If at anytime during the performance.of this test procedure l

the SM/CRS deems it necessary to stop the performance of this test procedure, the testing shall be stopped ,

l equipment placed in safe condition, and the jobsite

[ secured. Interruption of this test. procedure at any point l will not result in adverse impact on plant equipment.

8.1.4 At the ERAT Load Tap Changer Compartment, locate and_ engage the manual _ hand crank for the load tap changer.

8.1.7 VERIFY the reading obtained is within the tolerance as specified in Data Sheet 1.

8.1.8 .(Record) Repeat steps 8.1. 6 and 8.1.'i for all ERAT tap positions.

8.1.9 Verify the readings obtained in step 8.1.6 are within the tolerance stated in Data Sheet 1 for all ERAT Load Tap Changer positions. 0A OB OC \

8.1.10 Return the LTC to the position recorded in step I 8.1.5 (As Found Position).

8.1.11 Disengage the LTC hand crank and return it to its storage location in the LTC compartment.

8.1.12 Perform Doble test of ERAT Transformer. Attach results to test package.

8.1.13 If not already performed, obtain Baseline Oil  !'

8.2.5 At ERAT Transformer control cabinet, INSTALL Digital Multimeter at Terminal Points W95 and W96 to monitor EMERG. RES. AUX. TRANSF. AVAILABLE INIDCATION signal to ERAT SVC.

8.2.6 At ERAT Transformer, perform the following:

a) At local ERAT annunciator panel ENSURE there are no alarms present at points 1 through 11.

b) Verify DMM reads an OPEN Circuit.

8.2.7 If necessary, at 1H13-P850, RESET the following annunciators:

5010-5F, SUDDEN PRESS RES AUX TRANSFORMER. ,

5010-6F, TROUBLE EMERG RES AUX TRANSFORMER I 5010-7F, HIGH TEMP EMERG RES AUX TRANSFORMER.

NOTE Steps 8.2.8 through 8.2.18 may be performed in any l

order to support testing.

8.2.10.11 OPEN 0AP014, HIGH PRESSURE REGULATOR BYPASS VALVE. (DV) /

8.2.10.12 Loosen the 1/2 inch jam nut on the high pressure regulator's T-handle.

NOTE The INERTAIRE pressure relief unit will begin relieving at approximately 6.5 psi, venting pressure through two ports in the rear of the unit.

This is an expected response.

8.2.10.13 While watching the pressure / vacuum gauge, turn the T-handle clockwise slowly to increase the pressure. Continue to increase the pressure until local annunciator point l 10, INERTAIRE, is in alarm (Appre..mately 8.5 l psi), and DMM reads a Closed Circuit (Test Engineer may restrict flow through the ports i of the INERTAIRE pressure relief unit with l his finger, as needed). l 8.2.10.14 Verify annunciator window 5010-6F, TROUBLE EMERG RES AUX TRANSFORMER, is in alarm.

8.2.10.15 (Record) Turn the regulator T-handle counter- l clockwise to reduce the pressure to  !

approximately 5 psi as read on the pressure / vacuum gauge. Excess pressure may be bled by briefly opening the manifold's drain cock and watching the pressure / vacuum gauge  !

stabilize. When' pressure has stabilized at approximately 5 psi, retighten the jam nut.

Record the as left pressure below:

8.2.10.37 Slowly loosen the connection between the nitrogen cylinder and the INERTAIRE system's high pressure hose by turning the union nut counterclockwise until local ERAT annunciator point 10, INERTAIRE, alarms, and VERIFY DMM reads Closed Circuit.
