i APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Docket No. 50-277 Peach Bottom' Atomic Power Station License No. DPR-44 Unit 2 During an NRC inspection conducted frem June 1 to July 17, 1987, a violation was identified in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C). The particular violation is set forth below:
A. Technical Specifications section 4.5.B.1d, requires an air test on the RHR drywell and torus containment spray headers and nozzles once per five years. Surveillance Test ST 12.2, " Containment and Torus Spray Sparger Air Test," implements this requirement.
Contrary to the above, as of July 17, 1987, the A and B loop drywell header air tests per ST 12.2 for Unit 2 had not been performed for five years as it was last performed on July 24, 1980, and'therefore was required to be completed by October 24, 1986.
This is a Severity Level IV Violation (Supplement 1) applicable to CPR-44.
Pursuant to the provisions to 10 CFR 20.201, Philadelphia Electric Company is hereby required to subnit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply including for each viclation: (1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
