This transmits the findings of the routine safety inspection by Mr.T. P.

Johnson and others on June 1,1987 to July 17, 1987, at the Peach Bottom

Atomic Power Station, Delta, Pennsylvania.

These findings were based on

f

observation of activities, interviews, measurements and document reviews,

and have been discussed with Messrs. D. M. Smith and G. M. Leitch of your

staff.

Based on the results of our inspection, we are concerned about the operation

of Peach Bottom Units 2 and 3 with an apparently inoperable Control

Room Ventilation Radiation Monitoring System since initial plant startup.

Your staff identified this problem and it was reported to the NRC in LER

{

2-87-08 dated July 1,1987. The details of these concerns are delineated in

i

Section 6.2.3 of the enclosed inspection report. An enforcement conference

l

will be scheduled in the NRC Region I office to further discuss these concerns.

!

At this conference you should be prepared to further discuss these concerns

j

identified in the enclosed inspection report and corrective actions taken or

i

planned.

The need for and nature of appropriate enforcement action relative

f

to the issues identified in the enclosed report will be considered after this

conference and will be the subject of separate correspondence at a later time.

In addition, it appears that one of your activities was not conducted in

full compliance with NRC requirements, as set forth in the Notice of

Violation, enclosed herewith as Appendix A.

This violation has been

l

categorized by severity level in accordance with the General Statement of

Policy and Procedure for NRC Enforcement Actions, 10 CFR Part 2, Appendix C

(Enforcement Policy 1986).

You are required to respond to this letter and

in preparing your response, you should follow the instructions in

Appendix A.

The response required by this letter and the accompanying notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.

A copy of this letter and the enclosures are being placed in the NRC Public

Document Room.
