Discussion:
The Employee Concern asserts that high voltage cables (480 V) were laid along the outer edges of rooms with no protection against ;
damage to the cables insulation. Additionally, these rooms are !
subject to occasional flooding, which increases the possibility of electrical shock to plant workers.
1 This issue was raised on WBN and is considered generic to SQN ,
hecause of the similarity of the two plants. The high voltage '
(' cables referenced in the concern were identified by a WBN Investigation / Evaluation Report (App. A, 5.e; 01/17/86) as 230 V and 480 V temporary construction cables. Since construction at SQN j
has been completed and the plant was in operation for some time, the only construction activities occurring would be modification and maintenance work.
As part of the normal plant operation practices and to promote safety and prevent the occurrence of such problems as cited in the employee concern, TVA has issued the following safety standards and j housekeeping procedures:
o TVA Occupational Health and Safety Manual (App. A, 5.a; 10/30/81) copies the safety requirements of the OSHA Standard (App. A, 5.d) and states in Construction Section #1926 Industry' that, Cables passing through work areas shall be covered or elevated to protect it from damage which would create a hazard to employees." The requirements of this safety standard are being monitored for compliance by the SQN Safety Staff. l

excessive material;around work areas. Each task-is. performed under work: orders that outline requiremen.ts for safety and housekeeping.
The conditions,and requirements. discussed above have also been '
- verified' by interviews with the SQN Safety Engineers. j i
Fjndings: ,
The concern that high voltage cables are lying unprotected around the edges of. rooms could not be confirmed at SQN. 'The evaluation revealed that safety standards and housekeeping requirements conforming to industry standards have been issued, and are being l monitored and enforced by the SQN Safety Staff. 1 The concern that cables with damaged insulation lying in flooded areas may present a personnel hazard as discussed, could not-be verified at SQN since temporary cables were not lying on floors and ,
there was no evidence of flooding.
Conclusions. .
Based on the evaluation conducted, the items raised by the employee I concern are not considered valid for SQN. SQN has safety standards 1 and housekeeping requirements in force, including procedural l
