- The: issues identified in this element refer to-possible. programmatic-deficiencies having to do with the retention and storage of design calculations.
The issues are documentation and records 'related,'but are not safety significant. The documentation and records' requirements stipulated by 1
10CFR50 Appendix.B. and ANSI N45.2.9, are reflected in'the~ appropriate-P engineering procedures.
This type of situation, if found to be valid,'would represent a programmatic deficiency that must be formally addressed as a needed-improvement in the' design process.
However, full implementation of these' improvements is not considered to be a requirement for plant restart, because it is'not a programmatic problem withispecific safety significance.
