-This refers to the routine safety inspection conducted by Messrs. A. Cerne and

D. Ruscitto of this office on May 5 - July 6, 1987 of activities authorized by NRC

Construction Permit No. CPPR-135 and License No. NPF-56 and to the discussions of

our findings held by Mr. Ruscitto with Mr. D. Moody 'and others of your staff at'

the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I Inspection

Report which is enclosed with this letter.

Within these areas, the inspection

consisted of selective examinations of procedures and representative records, in-

terviews with personnel, and observations by the inspectors.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

' Notice of Violation, enclosed herewith as Appendix A.

The violation concerns the

conduct of safety evaluations in accordance with 10 CFR 50.59 under your temporary

modification program.

This violation has been categorized by severity level in

~

accordance with the " General Statement of Policy and Procedure for NRC Enforcement

Actions", 10 CFR Part 2, Appendix C (Enforcement Policy 1986).

You are not re-

quired to respond to this letter because corrective action including measures to

i

prevent recurrence was taken during the report period.

-This also refers to your letter dated May 15, 1987 in response to our letter dated

April 10, 1987, transmitting a Notice of Violation for your further review and

action.

Thank you for informing us of the corrective and preventive actions docu-

mented in your letter.

These actions will be fully examined as part of a future

NRC inspection of that subject area.

Additionally, on July 6, 1987, Mr. Cerne provided Mr. Moody a detailed evaluation

of. licensee event report (LER) quality, Attachment I to the enclosed inspection

.

report, which will be used as input to the next Systematic Assessment of Licensce

'

Performance for Seabrook.

The LER evaluation was made by the NRC using the basic

methodology presented in NUREG-1022, Supplement 2.
