-REGARDING LETTER OF PATTY MIRIELLO~

The Licensing Board-Chairman received a. letter dated January 1, i

1986 from' Patty Miriello, who was a witness for CCNC. The Licensing L ,

Board served that letter on Applicants, Staff,'and CCNC, and stated that.

any objections to the Licensing Board having that letter placed in the. j Public Document Room must be received by the Licensing Board Board prior :l to January 24, 1986. "

~We are informed.by the Office of Investigation that some matters in

,.. the-Miriello letter are the subject of open investigations and in the view of the Director, OI Field Office, Region 11 public disclosure of the ,

contents could compromise the investigations. Therefore, the' Staff i l

requests that the Licensing Board not place the Miriello letter dated l January 1,1986 in.the Commission's Public Document Room.

Internally deposited radioactive material is evaluated with a whole body counter sufficiently sensitive to detect in the thyroid, lungs, or whole body a f raction of the radionuclides ofpermissible body / organ burden for gamma emitting interest. The whole body counter is calibrated using phantoms Cs-137, andand standard solutions of various radionuclides such as Co-60, Ba-133.

The detectors are used in conjunction with a multi-channel analyzer and associated readout to obtain a permanent record. A l 11 mobile whole body counting system on or off-site may be used as an alternative or supplement to a SENPP whole body counter. l 11 Twenty' battery powered personnel alare dosimeters are available for use when an audio alarm at a preset acessnulated exposure or exposure rate may be advantageous.

Personnel alarm dosimeters will be checked for accuracy on an annual basis and following any repair affecting calibration.

12.5.2.1.7.5 Miscellaneous Equipment The following miscellaneous radiation protection equipment is stored at various locations in the plant: l 11 Contaminat. ton control supplies may include glove bags, contaminant tents, absorbent wipers, absorbent paper, rags, step-off pads, rope, plastic sheets, plastic bags, tape, contamination area signs, and protective clothing.

Appropriate supplies may be assembled into kits and located throughout the plant to aid in the control of a contaminated spill.

I had participated in a graduate level nuclear engineering laboratory and I had both a temporary badge and then received j a permanent badge. For over 30 days I kept track of a badge either tempor-ary or penenent. In the laboratory I had been near neutron sources in order  ;

I. Miriello stated that while working with two men from Institute Research Management (IRM), whom she could not further identify, on top y

of the liner in the drumming rooms at BSEP, she felt her throat burning. Miriello stated that she asked a female technician from Chem-Nuclear if the " isotopic" had been done. Miriello stated that the technician said that an " isotopic" had not been done. Miriello stated that she went on working in the drumming room even though her throat was burning and no " isotopic" had been done.

2. Miriello stated that in the Radwaste area at BSEP, the high radiation area was not locked off from the low radiation area. She stated that Gene Haight, of IRM had used a rubber raft to float around in the breezeways taking samples.
3. Miriello stated that Ted Halliday, a security guard at BSEP, who is-now the' Head of Security for Sumitoma Electric Company in the Research Triangle Park area, phone 581-8100, was in the fuel handling area during the transfer of some spent fuel. She stated that some of the spent fuel rods dropped and the escape access doors jammed. She stated that an official dose estimate of 67 rads was made, and that Halliday was suing CP&L over the contamination problem. She advised that a black male was made a Lieutentant in ' Security at BSEP, with a l

$40,000 per year salary for " keeping q'uiet" about the dropped fuel rod incident. 3

4. She stated that Halliday told her stories about employees sleeping on

" hot" (high radiation) pipes, and that a 24 year old employee died of  ;

cancer. She did not identify any of these employees.
