RESULTS OF INTERVIEW WITH DAVID R. ELKINS AS PREPARED BY INVESTIGATOR LARRY L. ROBINSON On July 2,1985, David R. ELKINS, Foreman, Radiation Control, at Carolina Power and Light Company's (CP&L) Shearon Harris Nuclear Power Plant (SHNPP) was interviewed in the office of the NRC Resident inspector by NRC Investigator Larry L. Robinson. ELKINS provided the following information in substance:

ELKINS stated that around the end of July 1985, Patty MIRIELLO was trans-ferred from the Dosimetry Section to the Rad Waste Section at SHNPP. He stated that he thinks the reason she was transferred was because of personality conflicts within the Dosimetry Section.

ELKINS stated that at first, MIRIELLO was reading procedures and receiving some detector check sources, composed of chlorine 36 for the Radiation Monitoring System (RMS).

ELKINS stated that he sent all his rad waste technicians to the Brunswick Steam Electric Plant (BSEP) for " hands on" experience in handling rad waste. He stated that another radiation control technician, Kenny ELLIS, went to BSEP with MIRIELLO for this scheduled, two-week, training period.

ELKINS stated that Gary WORLEY supervised MIRifLLO and ELLIS while they were at BSEP. He stated that he believed that Gene HAIK was a " rent-a-tech" at BSEP. He stated that he thought HAIK worked as a contractor for CP&L, being employed by the Institute of Resource Management.

ELKINS stated that he called WORLEY on a weekly basis to see how his people were doing at BSEP. He stated that WORLEY told him that MIRIELLO's work was okay but that there had been some personality conflicts.

ELKINS-stated that the next thing he knew, Lacy TRIPP, the ENRC at BSEP, I called Jim McDUFJIE, and requested that MIRIELLO be taken off-site. ELKINS understood that MIRIELLO was having some problems with other technicians, I and possibly with HAIK. ELKINS stated that he has never met HAIK. l 1

ELKINS stated he was not sure what the exact nature of the personality I conflicts vere at BSEP, so he called and pulled both MIRIELLO and ELLIS l back to SHNPP the same day.

ELKINS stated that the incident at BSEP precipitated some type of investigation of MIRIELLO, so he (ELKINS) and Mc0VFFIE met MIRIELLO at the gate at SHNPP.on the day she was to return to SHNPP and told her that she was suspended, with pay, until the outcome of the investigation. ELKINS stated that he did not think that MIRIELLO ever came back on-site at SHNPP after that time. ,
