/ RESULTS OF INTERVIEW WITH JOHN O'HALLORAN AS PREPARED BY' INVESTIGATOR LARRY L. ROBINSON On July 2.1985 John O'HALLORAN, Foreman, Oosimetry Section, at Carolina Power and Light Company's (CP3L) Shearon Harris Nuclear Power Plant (SHNPP) was interviewed in the offira of the NRC Resident Inspector by NRC Investigator. Larry L.- Robinson. O' HALL 0RAN provided the following infoma-

0'HALLORAN stated that he has been employed by CP8L since 1971, and has been in the Health Physics Section since that time.

.0' HALL 0RAN advised that, as the foreman in the Dosimetry Section at SHNPP, ~

he had an occasion to supervise a female named Patty NIRIELLO. He stated i that MIRIELLO worked in the dosimetry section in early 1985 for approxi-  !

mately six months. O'HALLORAN stated that -Immediately upon MIRIELLO's-entry into the dosimetry section there began to be dissension between the dosimetry technicians. O' HALL 0 RAM stated that he had written a letter to Jim Mc0UFFIE, his second -1Pa supervisor, outlining some of these dissension problems between the technicians. O' HALL 0RAN stated that John FERGUSON, who was fomerly the personnel officer at SHWPP, would be aware of these problems in the letter that O' HALL 0RAN had written to Mc0UFFIE.

O'HALLORAK stated that a specific example of one of these problems was a personality conflict between MIRIELLO and a black female technician named Vera POE, Ne stated that on one occasion M!RIELLO and P0E had gotten into an argument, and MIRIELLO had made the statement "doesn't that black princess know that I know how to shoot a gun. I have the medals to prove it".

O' HALL 0RAK stated that approximately a month or two after the " black princess" incident MIRIELLO transferred into the Rad Waste Group under the supervision of David ELKINS. He stated that the reason for MIRIELLO's transfer from destaetry to rad waste was because of the dissension she was creating la the dosimetry section. ,

O'HALLORAN stated that since MIRIELL.0 was transferring to the rad wasta section. they decided to do the paperwork to get her a TLD badge. He stated that part of this paperwork involved filling out an NRC Fom 4.

O' HALL 0RAE advised that he was not directly insalved in the initial e preparaties of the Fors 4, and that a dosimetry technician by the name of O

O'HALLORAN stated that he had no reason not to believe MIRIELLO when she said she wore a badge at NCSU, because people tend to remember when they are wearing TLDs. O'HALLORAM stated that he told NIRIELLO that she could request that NCSU search their. records again for exposure data on MIRIELLO, j

but that NCSU would probably come up with the same findings, namely that MIRIELLO had not been monitored.

O'HALLORAN stated that evidently when NCSU rechecked their monitoring records, they found that MIRIELLO did, in fact, receive some radiation dcse at NCSU. He stated nt d letter to CP&L stating that MIRIELLO had received while attending classes at NCSU in 1983. O'HALLORAN upon receipt of this second letter from NCSU, he destroyed the original F in ect, and had another Form 4 prepared showing the at NCSU.

O'HALLORAN advised that MIRIELLO read is recor of exposure at NCSU, and signed the Fors 4 showing the ith no objection.

O'HALLORAN stated that, in his opinion, the only way that MIRIELLO could have possibly interpreted that anyone at CP&L was trying to force her to sign a falsified Form 4 was when he told her that if CP&L asked NCSU to recheck their monitoring records, that they would probably reply again that their records showed no monitoring for MIRIELLO in 1983.

O'HALLORAN caused his dostaetry files to be checked for a copy of the original letter from NCSU indicating that MIRIELLO had not been ; sitored, but was unable to locate this letter.
