RESPONSE TO NRC BULLETIN 88 BROWN'S FERRY NUCLEAR PLANT, J UNITS 1, 2 AND 3, (TACS'69888, 69889, 69890) 0n May 5, 1988, the'NRC staff issued NRC Bulletin 88-04, " Potential Safety-Related Pump Loss." The bulletin' requested the-evaluation'of all

. safety-related pumps' for 1) pump-to-pump ' interaction 'during miniflow operation'that could result in dead-heading of one or more of the pumps'and

2) the adequacy of the minimum flow bypass lines with respect to damage .!

resulting from operatiot, and testing in.the minimum flow' mode. The bulletin- >

l. also requested ~that within 60 days of' receipt of the bulletin,. licensees:

l provicie a written response that (a). summarizes' the problems and the' systems . 1 affected, (b) identifies the short-term and long-term modifications to plant .

operating procedures or hardware that have been or are being. implemented to ensure' safe plant operations, (c) identifies an appropriate schedule for long-term resolution of this and/or other significant problems that are identified as a.

However, you must still provide us with your schedule for long term resciution (item c above) of the problem described in'NRC Bulletin 88-04 for Units 1 and 3. You should also clarify all actions required by items a, b and d above for Units 1 and 3.

Your response committed to completing long-term resolution ?ctions for' Unit'2 prior to restart of Unit 2. Your requirements'for responding to Bulletin 88-041 1

2) the adequacy of the mininum flow bypass lines with respect to damage resulting from operation and testing in the minimum flow mode. The bulletin ,

also requested that within 60 days of receipt of the bulletin, licensees )

provide a written response that (a) summarizes the problems and the systems affected. (b) identifies the short-term and long-term modifications to plant operating procedures or hardware that have been or are being implemented to ensure safe plant operations (c) identifies an appropriate schedule for long-term resolution of this and/or other significant problems that are identified as a result of this bulletin, and (d) provides justification for continued operation particularly with regard to General Design Criterion 35 of Appendix A to Title i 10 CFR 50.46, " Acceptance Criteria for Emergency Cc*e Cooling Systems for Light Water Nuclear Power Reactors." Additionally, the staff requested that within 30 days of completion of the long-term resolution actions, that licensees provide a written response describing the actions taken.

By letter dated September 30, 1988, you responded to Bu'11etin 88-04 and your response adequately provided the information requested in a, b, c, and d above.

However, in order to confirm the adequacy of the miniflow design, completion of the Design Calculation Review Program for Safety Related Pumps is due at least 30 days prior to restart of each unit.
