DOCKET 50-312 RANCHO SECO NUCLEAR GENERATING STATION UNIT #1 MAIN CONTROL ROOM SYSTEM INVESTIGATION REPORT

Dear Mr. Miraglia:

In the staff's letter dated February 2,1987 " Report on September 29,1986 to October 2,1986 Audit at Rancho Seco Site," Enclosure ! identified additional information required to complete your review of the Control Room Design Review (CRDR). The Distrfct committed in letter JEW 87-379 to provide responses to these unresolved issues. This letter and it's enclosure provide the information necessary to resolve these items.

The Main Control Room (MCR) System Investigation Report (SIR) problems 4 and 5 identified that MCR modifications and procedure changes had the capability of invalidating the CRDR Summary Report docketed on December P.7,1985. In order to verify the affect, an evaluation was performed on the Revised E0P's and modified Control Roon mock-up to insure that no safety significant (Category A) human engineering observations (HE0's) had been introduced into the Control Room. A task analysis and verification was perforn.ed on all of the E0P's (see Attachment 2 to the enclosure) including Cautions, Notes, Status Tasks and Information Pages. This included a validation (walk-thru) of two scenarias on the modified Control Room mock-up along with observation of operator performance during training sessions at the Lynchburg simulator. In addition, a task analysis and verification was performed on the " Hydrogen Purge Procedure" ( A.52), which resulted in no HE0's being identified. A static Control Room survey was also performed on the modifications to the MCR and the Control Room inventory data base was updated.

Twenty Four HE0's were identified during the Human Factors Team's (HFT) analyses. An assessment of each was performed and evaluated by the HFT. No Category A (safety significant) HE0's were identified. These analyses should resolve the issues in Sections 6.1, 6.3, 6.4, 6.5 and 6.7 of Enclosure 1 to your letter dated February 2,1987.
